CAMP COORDINATION AND
MANAGEMENT

Basic Functions and Responsibilities
 
 Lead the roles and responsibilities of member cluster.
 Communicate with camp population
 Coordinate and monitoring mechanisms
 Ensuring the care and maintenance of camp infrastructure
 Enlisting and training existing potential Camp management Agencies to implement
camp management operations.
 Monitoring service provision of member cluster
 Deploy cluster members to their assigned evacuation centers.
 Inform building, structure or property owners of operation
 Inspect the facilities to ensure that everything is in order and functional
 Coordinate with food and non-food cluster for the needs
 Set-up visible evacuation center Information Boards, streamers with proper
directions and sufficient supplies and communication capacity.
NUTRITION CLUSTER
  IN-CHARGE: MNAO

 Basic Functions and Responsibilities

 Assist in Rapid Nutrition Assessment


 Augment Nutrition logistics (e.g. Vitamin A, multiple micro-nutrient packs, ferrous
sulfate and folic acid, MUAC tapes, weighing scale, weight-for-height reference table,
height board, breast-feeding kit)
 Coordinate the following: provision of ready-to-use supplementary and therapeutic
food (RUTF/RUSF); human milk banking from Nutrition cluster members and partners
 Assist in the conduct of general and blanket supplementary feeding
 Coordinate the mobilization of nutrition assessment teams, infant feeding, and
breastfeeding support groups
 Assist in the referral of severely malnourished patients to appropriate facilities
 Continuous monitoring and reporting of Nutrition cases and interventions
 Conduct coordination activities regarding Nutrition Cluster response
 Prepare recovery and rehabilitation plan
 Documentation
HYGIENE (WASH) CLUSTER

Education
IN-CHARGE:
 
Basic Functions and Responsibilities
 
 Provides alternative learning activities to schoolchildren in the evacuation
centers and ensure continuity of academic instruction;
 Prepares modules and disaster preparedness materials as reference and support
materials to teaching-learning activities;
 Provides alternative learning materials and keeps an inventory of available
resource materials on DRR;
 Trains and maintains pool of trainers on DRR;
 Initiates programs and projects to enhance skills and capabilities of teaching
and non-teaching personnel on disaster risk reduction;
 Conducts researches and studies on disaster risk reduction, the impact/effects
of integration/mainstreaming programs and projects
 Conducts capability training of teachers and non-teaching personnel on disaster
risk
Early Recovery
IN-CHARGE: ENGR. MICHAEL LIBO-ON

Basic Functions and Responsibilities


 
1. Provide Technical Assistance in evaluating the structures/buildings
the extent of damage
2. Undertaking technical and feasibility studies including site
investigations
3. Resolving design and development problems of damage and
managing of budgets and project resources
4. Making sure the project complies with legal requirements, especially
in health and safety
5. Assessing the sustainability and environmental impacts of projects
6. Conducts monitoring and damage assessment of school properties
and reports the same to the Chairman
7. Validates reports and determines cost of damages for budget
allocation
8. Repairs and rehabilitate damaged structures;
9. Provides technical assistance, maintenance procedures and
precautionary measures to schools relative to the repair and
rehabilitation of school buildings damaged by typhoons and calamities;
10. Undertakes rapid assessment of damages caused by typhoons,
floods and all other causes, in coordination with local DCCs and the
R/DPFC and reports results to concerned offices;
11. Assess structural integrity and stability of structures before
occupying the same
12. Recommends appropriate interventions for damaged structures.
LOGISTICS CLUSTER

Basic Functions and Responsibilities
 
1. In charge of logistics, procurement of supplies, log procedures of goods and supplies.
2. Ensures the proper functioning of supply chain including procurement planning, purchasing of
goods and services, their transport and storage, evaluate/reports the needs and ensure the
proper use of equipment on facilities.
3. Must be aware of logistics-related actors, services, and opportunities in the location. He/she
represents to the relevant authorities at the local / regional level and participates in logistics and
security meetings with humanitarian actors and local authorities.
4. Responsible for coordinating, consolidating, and ensuring smooth implementation of and
adherence to logistic and security procedures and provides logistical support to the Nutrition /
Food Security / Water and Sanitation programs in the evacuation center.
5. Coordinating and directing teams tasked with shipping, receiving, and storage of goods. They
focus on order fulfillment and supply chain coordination, as well as personnel management.
 
Transportation Team

IN-CHARGE: GENERAL SERVICES OFFICE (GSO)

Basic Functions and Responsibilities

 Takes charge of all mobilization procedures, provision of vehicles and transport


facilities as deemed necessary during the evacuation process(pre and post)
 Determines the transportation needs and requirements;
 Assigns all available vehicles and transport units to the monitoring and damage
assessment teams;
 Coordinates with counterpart transport team leaders and local transport
 groups for resource sharing; and
 Does related work.
PROTECTION, SAFETY AND
SECURITY CLUSTER
IN CHARGE: PNP

Basic Functions and Responsibilities


 
 Coordinate with PAG-ASA, NDRRMC and other government agencies;
 Declaration of full disaster response status of PNP and BFP units in affected
area until the situation normalizes;
 Employ alarm and warning systems as stipulated under DILG MC 2009-165:
- Patrol car/ Fire Truck sirens - Ringing of church bells - Use of megaphones
 Coordinate with local DRRMC for advisory and to support its disaster
response;
 Activation of Command Post by Task Groups whose area is hit by the
disaster;
 Assist in forced relocation/pre-emptive evacuation of residents in flood-
prone areas in coordination with corresponding LDRRMC
 Institute police and fire personnel visibility in vacated areas;
 Ensure readiness of the SAR equipment and supplies (ex.
Rubber boat, utility rope, floating device, multi-tool items,
flashlights with extra battery, communications equipment,
first aid kit, sugar-high food, etc.)
 Assist in the imposition of forced relocation in coordination
with the local DRRMC of remaining residents to evacuation
centers;
 Deploy SAR assets for timely and rapid disaster response
according to needs in the area
 .Maintain contact with lower, adjacent and higher units;
 Conduct Search and Rescue operations;
 Assist in the conduct of relief operations in
coordination
 with concerned agencies;
 Assist concerned agencies in the conduct of medical
assistance;
 Ensure continued presence of security personnel in
evacuation centers;
 Assist in the clearing of major routes from debris and
obstacles;
 Provide traffic assistance along critical routes; and
 Allow residents to return home only when officials
have declared the area safe
