9165
Comprehensive
Dangerous Act
of 2002
What is RA 9165?
It is the policy of the State to safeguard the integrity
of its territory and the well-being of its citizenry
particularly the youth, from the harmful effects of
dangerous drugs on their physical and mental well-
being, and to defend the same against acts or
omissions detrimental to their development and
preservation.
The Comprehensive Dangerous Drug Act
of 2002, also known as Republic Act No.
9165, is a combination of House Bill No.
4433 and Senate Bill No. 1858.
On May 29, 2002, respectively, the Philippine
Senate House of Representatives passed it and
made it law.

RA 9165 was implemented in 2003, a slight


decrease in volume was observed and a significant
decrease continued as the implementation of RA
9165 continued.
DRUGS
WHAT ARE DRUGS?

Any chemical that, when consumed, alters an individual's physiology


or psychology is considered a drug. Usually, foods as well as other
substances that aid nutrition is segregated from drugs.
These illicit substances include
alcohol, tobacco, cannabis,
methamphetamine, cocaine,
opioids, and inhalants, among
many other depressants,
stimulants, and hallucinogens.
NEGATIVE EFFECTS OF DRUGS
The Negative Consequences of Drug Addiction Substance
abuse has long been a problem in many countries. Drugs are
chemicals, and they all have various effects on the body.
Typically, a drug addict does not become aware of their
addiction until it is too late. Furthermore, drug addiction is a
complicated illness, and quitting requires more than just
determination or good intentions.
Without a question, drug addiction negatively impacts all aspects of
a person's life. Crime, health, and family are just a few areas where
drug use has negative effects. Drug use has major negative effects on
physical health, including motor dysfunction, cancer, heart disease,
lung and kidney illnesses, liver dysfunction, and mental health
issues. Drugs also affect feelings, moods, behavior, decision-making
ability, retention power, and learning.
What is the Violation of RA 9165?

Use of illegal drugs. If a confirmatory test reveals that a


person who has been apprehended or arrested has used any
addictive substances, the person would face a minimum of
six months of rehabilitation in a government facility for
the first offense, subject to the restrictions of Article VIII
of this Act.
How Long do you go to Jail for RA 9165?
The penalty of 12 years and 1 day to 20
years of imprisonment and a fine ranging
from P100,000.00 to P500,000.00 shall
be imposed upon any person, who acts as
a “protector/coddler” of any violator of

What is the Advantage of RA 9165?

The State's policy is to ensure the security of its territory, and


the social assistance of its people, especially the youth, from the
negative effects that dangerous drugs can have on their physical
and mental health, and to defend these interests against actions
or inactions that could endanger their growth and preservation.
