Policy Direction

Occupational Standards shall be developed based on:


 internationally recognized experiences,
 market demand & local realities by engaging:

professional associations,
sector professionals,
industry practitioners,
 private sectors, and other stakeholders.
The need for OS revision:

 To align existing Occupational standards with the new TVET


policy and revised strategy.
 To align existing Occupational standards with current
technology and practices in the current market.
 To produce a professional who is capable to perform the work
and adopt his/her self to current technology or the job market.
 To avoid a miss match between the market demand and the job
seeker
Activities to be done before OS Revision

1. Conduct labor market studies in that sector (Sector leading ministry


with MoLS)

2. Examine the gap of existing OS based on the current


market/technology/

3. Decide whether the identified gap forces to revise the OS or not?

4. Invite competent and experienced Practitioner from appropriate


Industries who is capable enough to revise the OS (use criteria set
by MoLS)
Points to be considered During OS Revision

1. The result of labor market study and the Identified Gap must be
presented.

2. Understand TVET encompasses Middle level manpower (between


General Education and higher education)

3. Examine the existing OS and the identified gaps (Industry experts with
MoLS Facilitators)

4. Revise the OS in a manner that it can fill the identified gaps. To do so


the expert will follow the following procedures

5. Are all Occupations included in the map of that sector?

6. Is the OS in the appropriate level (its alignment to ENTQF)

7. Is the OS at each level includes all the relevant competencies


for that sector

8. Does each level has competencies in its complexity

9. Does each units of competence under that level has knowledge,


Points to be considered During OS Revision

10. After examining this 9 points, experts are expected to revise the OS by:

A. Adding new units of competence/s which is important for the occupation

B. Remove the UC/s which are in the existing OS but is not necessary for that
OS

C. Modify the existing units of competencies, (Merge or split UCs)

D. Check and edit all the parts of each units of competences (Name of Ucs,

unit descriptor, performance criteria, range of variable, required skill and

Knowledge, methods of assessment, resource implication etc.)
