GENDER AND DEVELOPMENT

PROGRAM IN THE PHILIPPINES

The Magna Carta of Women (Republic Act No. 9710) defines Gender and
Development Program (GAD) as the development perspective and process that is
participatory and empowering, equitable, sustainable, free from violence,
respectful of human rights, supportive of self-determination and actualization of
human potentials. It seeks to achieve gender equality as a fundamental value that
should be reflected in development choices and contends that women are active
agents of development, not just passive recipients of development.
GAD focuses on Gender Mainstreaming or a strategy for:
• Making women’s as well as men’s concerns and experiences an integral
dimension of the design, implementation, monitoring and evaluation of
policies, programs and projects in all social, political, civil and economic
spheres so that women and men benefit equally.
• Assessing the implications for women and men of any planned action,
including legislation, policies or programs in all areas and at all levels

 GENDER MAINSTREAMING-refers to the strategy for making


women’s as well as men’s concerns and experiences an
integral dimension of the design, implementation,
monitoring and evaluation of policies and programs in all
political, economic and societal spheres so that women
and men benefit equally and inequality is not
perpetuated.
LEGISLATIVE/EXECUTIVE VICTORIES
CONCERNING WOMEN
 RA 7192 – provided the legal basis for equal opportunity for women and men
in political and civic life. It was specifically mandated to formulate the
Philippine Plan for Gender-Responsive Development (1995-2025)
 RA 7322 – Act increasing maternity benefits in favor of women workers in the
private sector
 RA 7600 – Rooming-in and Breastfeeding Act that provides incentives to all
government and private health institutions with rooming-in and breastfeeding
practices
 RA 7688 – An act giving representation to women in the Social Security
Commission
 RA 7877: The Anti-Sexual Harassment Act of 1995

 Presidential Proclamation No. 227 Series of 1988 declares the


observance of the Month of March as Women's Role in History Month

 Republic Act No. 6949 Series of 1990 declares March 8 of every


year as National Women's Day which aims to give recognition to the
contributions of Filipino women in our society.

GAD BUDGET POLICY
 The Gender and Development (GAD) budget policy was introduced
through the General Appropriations Act (GAA) in 1995 as “The
Women’s Budget” to support with actual resources the
implementation of programs and projects on the ground, focused on
gender advocacy and commitment to women’s empowerment. 2 This
policy directs all government departments and agencies to allocate a
minimum of five percent (5%) of their total annual budgets for
gender programs, projects and activities. It has been an important
feature of the annual GAA and further strengthened by the 
Magna Carta of Women (RA 9710)
