wanted to reassurt their dominance of the Latin
American Colonies
• Russia was also beginning to set up colonies in
California
• In response in his 1823 message to Congress
Monroe wanred all outside powers not to
interfere with affairs in the Western Hemispehere
• The U.S. would consider the creation of new
colonies or the overthow of any new republics
“dangerious to our peace and safety”
• The Monroe Doctrine called for European
powers to stay out of the Western Hemisphere
