Understand the purpose and function of SGC;
Identify the functionality indicators that
SGC needs to exhibit to be deemed

in implementing SGC;

Understand the SGC Functionality Assessment Tool,


particularly its process flow; and

Orient the SBM coordinators on their roles and


responsibilities

decision-making driven by active engagement of school stakeholders

SGC As a structure for shared governance

1. Shall serve as a collective and consultative body for school plans,


programs, activities, and strategic directions.

2. Serve as the overall coordinating body that will synergize,


harmonize, and put together the work of the different school
committees.

3. Serve as a platform to cultivate the spirit of “bayanihan” among


stakeholders to support the school and encourage their active
participation in the implementation of DepEd policies and programs.

SGC as a Feedback Mechanism

1. Help the school improve and sustain its feedback system by


strengthening practices that promote stakeholders’ participation.

2. Assist the school in ensuring transparency in its operations and


performance, specifically school programs and resources
management; and

3. Recommend ways of improving quality of basic education services


and school performance to the school management and school
planning team, and its means of respecting, protecting, fulfilling, and
promoting children’s rights in the education context.

How do we ensure a functional SGC in Schools?

The tool intends to:

• Support the implementation of DO 26, s. 2022 by assessing the


SGC’s functionality using the indicators provided in the
mentioned policy; and

• Identify priority areas that may need support and assistance from
different governance levels.

• Structure of Shared Governance
MAIN PURPOSES • Feedback Mechanism

• The functionality indicators are anchored in the main purposes of the SGC and are found in
FUNCTIONALITY INDICATORS Section VII of DO 26, s. 2022. In this Tool, these indicators are grouped according to the functions
per purpose.

• The functionality sub-indicators are the identified specific activities that shall enable the
FUNCTIONALITY SUB-INDICATORS achievement of their respective functionality indicator.

PRIMARY SUB-INDICATORS • These are the required sub-indicators that the SGC shall achieve in order to qualify as functional.

OTHER SUB-INDICATORS • These are the sub-indicators that the SGC may comply with if applicable

• MOVs are the required evidence for each Functionality Indicator which shall be submitted in the
Google Forms version of the tool and must be prepared by the school in case the SDO or CO
MINIMUM MOVs conducts field validation. The MOVs indicated per the Functionality Indicator and are pre-
determined to help the schools and the validators.

For an SGC to be considered functional, the Council must be able to comply with at least 10
out of the 12 (80%) Functionality Indicators based on the minimum MOVs submitted.
Thus, at a minimum, a functional SGC complies with the following requirements:

1. The Functionality Indicators without sub-indicators are observed (Yes to the


Functionality Indicators without sub-indicators).
2. The Primary Sub-Indicators, under Functionality Indicators with sub-indicators,
are observed (Yes to the Primary Sub-Indicators).
3. The Minimum MOVs are submitted.

The Other Sub-Indicators are also recommended to be attained to further strengthen the
SGC’s functionality. Further, Additional MOVs may be submitted when available to
showcase its advanced practices.
