The EU Civil Protection Mechanism Mandate

• Treaty of Lisbon, EU provides assistance, relief and protection for people in need
• Give a framework for cooperation in disaster response, preparedness and
prevention

• Natural and manmade disasters, inside and outside EU

• European Commission + 34 Participating States (EU 28 + Island, Norway,

Serbia, fYRoM, Montenegro and Turkey)
How we can add value?
Facilitate and provide a link between the actual needs and the EU
capacities

Good knowledge about the EU system and capacities

How to identify problems and match them with the right EU resources

Trained and experienced staff with access to additional specialist

expertise

Collect all relevant information about the disaster and the needs from the
Host nation and other agencies.

Assist Host Nation, Local Emergency Management Authority and Aid

Agencies as required with prioritisation of requirements and provide
advice and guidance on requests for assistance from participating
member states.
