STRATEGIC STABILITY
• Strategic stability is a concept in the international relations indicating
a lack of incentives for any party to initiate the nuclear first strike; the
term is also used in a broader sense of the state of the international
environment helping to avoid a war
• For example, limiting the role of missile defense, offensive missile weapons, outer
space military objects, cyberspace, and artificial intelligence. If both powers have
agreed on the assurance of strategic limitation on non-nuclear weapon, the
limitation and gradual non-proliferation of nuclear weapons shall follow,
following the sense of vulnerability of security is gradually diminished since both
parties have agreed on the arms limitation. On the lighter note, in recent
controversy such as the withdrawal of US from the INF treaty in 2019, marks a
concerning turn for the non-proliferation approach of strategic weapons, as
competition on strategic arms widened and not only limited to nuclear weapons,
but also to the conventional arms which will provide a strategic prospect in the
near future. Thus, a mutual trust between two powers must be well-established
and strengthened.

• Confidence building measures or CBM is one of the approaches
that can be used by the concerning powers to settle the issue of
strategic stability. CBM is designed in order to prevent the
escalation of hostilities, both desired and especially unwanted,
and to build mutual trust, the CBM shall establish a system of
formal or informal, unilateral, bilateral or multilateral, military or
political, interstate or non-state. can be national.
CONCLUSION
• In conclusion, there are some points pulled from the analysis. Firstly, to
widened the scope of strategic stability for gradual non-proliferation of
strategic weapon such as nuclear, through reducing other conventional strategic
arms as leverage to achieve security assurance.

• If the limitation on strategic conventional arms can be achieved,

then, the limitation on nuclear weapon as an approach towards the
gradual non-proliferation of nuclear weapons can be fulfilled.
Secondly, building trust through CBM by both formal and
informal approaches. The CBM should be held periodically.
