Emergency Operations Center (EOC)

• The coordination hub for incident response


• Provides a central intelligence arena for the policy group and response team personnel to:
• Gather critical information
• Coordinate response activities
• Manage personnel as the incident dictates
• Organized to carry out five major functions:
• Command, operations, planning, logistics, and finance/administration
Role of the EOC

• Provide coordinated support to the incident/event


• Coordination, information, decision support, resources
• In some cases, perform “tactical” functions
EOC Activations
• The EOC can be activated in response to natural or manmade disasters, aircraft
emergencies, anything that can impact airport operations
• The level of activity within the EOC grows as the size, scope, and complexity of the
incident grow
• Three levels of activation:

EOC Logistics Section

• Food Unit – distributes food vouchers and/or facilitates catering during the incident
• Facilities Unit – Identifies and assigns facilities needed during the incident
• Supply Unit – Fulfills supply needs in the EOC
• Resource Unit – Receives and facilitates resource requests
• Communications Unit – develops a Radio Communications Plan (Form 205) to support
the incident
The Logistics Section’s Role in the EOC

• Provides resources and services needed to support the incident/event.


• FEMA Definition: “The Logistics Section oversees the provision of all the incident’s
support needs, such as ordering resources and providing facilities, transportation,
supplies, equipment maintenance and fuel, communications and food and medical
services for incident personnel.”

Role of the EOC Logistics Section Coordinator

• The EOC Logistics Section Coordinator is responsible for providing personnel, supplies,
equipment, and facilities for the incident.
• The EOC Logistics Section Coordinator participates in the EOC Incident Action Plan
development and supervises the Logistics Section’s branches or units.
Role of the EOC Logistics Section Coordinator

• Part of Command & General Staff and leads the Logistics Section
• Works with the Operations Section and IC/UC to anticipate incident support needs
• Identifies resources needed to implement the IAP
• Oversees resource management and maintains resource tracking system
• Develops the Radio Communications Plan (ICS Form 205) and the Medical Plan (ICS Form
206) for the IAP
• Arranges food, lodging, facility, and other needs during the incident

• Coordinate with Event Manager and Operations Section to determine any resource needs
• Determine which positions within the Logistics Section are needed, and activate those
positions
• Determine resource status
• Ensure facilities and equipment required for activation are in working order
• Ensure all tasks are reported, documented, carried out, and tracked through completion

• Provide input for the development of the EOC objectives


• Assist with the development of the Incident Action Plan
• Develop the Radio Communications Plan and Medical Plan (ICS Forms 205 and 206)
• Review EOC Incident Action Plan and estimate needs for the next operational period
• Research availability of additional resource needs and sources for those resources
identified

• Provide input for the EOC After-Action Report
• Brief relief ensuring on-going activities are identified
