About us
Cagayan North International Airport (also known as Lal-lo International
Airport) is a regional airport servicing the Cagayan Special Economic Zone in
the Philippines' northern province of Cagayan.
It is located between the Barangays of San Mariano and Dagupan in Lal-lo,
Cagayan.
The airport has been built to support the Cagayan Special Economic Zone in
northern Cagayan, in tandem with Port Irene that will handle seaborne traffic.
The airport is currently served by the charter airline Royal Air. On October 12,
2014, the airport began operations. The USD34.2 million airport includes a
2100m runway that can handle narrow-bodied planes.

Everyone wants different types of airports
The passenger wants the shortest, cheapest, most comfortable journey
from origin to destination, using local facilities and a “seamless” travel
mode.
The aircraft operator wants the passenger to take the most expensive travel
alternative offered, and to exploit this desire to travel through offering as
many value-added services as possible.
The airport operator wants the passenger to spend money at the airport on
goods and services, to linger, but not too long.
The government wants the passenger to travel via remote airports, far from
urban areas , to minimise political dissent and optimise tax and wealth
generating activities.
Local communities want the economic benefits of living next to thriving
airports but not the disruption they cause.

Result?
You will not be able to please everyone but, in general, the type of airport
that emerges is a political, rather than a predict-and-provide, outcome.
the trend is for airline growth rates to exceed the capacity of major airports
- if traffic doubles every 20 years it is unlikely the continent’s major hubs will
be able to double their capacity over the same period given the
environmental restrictions on runway developments. As a result:
• Other continents will replace ASIA as global hubs between east and west
• Demand for new services will be met increasingly by regional facilities
• Increasing political mechanisms used to balance capacity and demand

PROJECT DESCRIPTION:
The project's main goal is to design, build, develop, operate, and maintain
an international airport to serve the air transportation and cargo needs of
residents, visitors, and businesses in the Cagayan Special Economic Zone
and Freeport (CSEZFP) and the rest of Region 2 in the Philippines, as well as
contribute to the region's rapid economic development.

Aviation will find new ways to re-integrate
with society
Technical trends – advances in smaller aircraft designs. Longer ranges off
short runways, more aircraft off single-runway quieter aircraft, personal
aircraft. VLJs and A380s.
Internet giving power to the passenger – increasingly able to trade cost with
comfort, schedule and convenience. Aircraft operators must offer more
choice.
Political trends – environment falls down the political agenda as economic
priorities increase; capital cities v regions, de-centralisation of infrastructure
decision-making
Industry trends – the success of low cost models, increased affordability of
air travel

SWOT
ANALYSIS:

• The new facility will cut down a 12-hour land travel from Manila to a 1-
hour plane ride.
• The airport creates diverse employment opportunities related to aircraft
operations and maintenance, passenger and freight handling, air traffic
control and safety and various retail and commercial activities to service
passengers, airport visitors and workers.
• The airport is also an important facilitator of imports and exports for
local businesses.
• Serve as a business catalyst by enhancing business efficiency and
productivity by providing easy access to customers and suppliers.

WEAKNESSES:
• Environmental destruction; generate air pollution.
• Lead to higher levels of warming or climate change.
• Reduction in the type and extent of habitats; bird strike
• Will serve both domestic and international flights, especially from Asian
countries like Japan, China, Taiwan and Singapore.
• Improve accessibility by air to the economic and free port zone as well as
to other places of the region and nearby towns towards the Cordillera.
• The airport would not only make Cagayan’s economy stronger and
sustainable but will boost the entire Cagayan Valley, which is one of the
country’s food baskets.
• Contributes on the competitiveness of the regional economy particularly
in attracting new investments.

THREATS:
The NCIA will promote investment and tourism
prospects in the Cagayan Special Economic Zone
and Freeport, as well as throughout the region, with
a focus on associated initiatives such as flight
schools, medical and other support systems for
airport crews, and tourism facilities.
It will strengthen and preserve Cagayan's economy.
It will increase air access to the commercial and free
port zone, as well as other parts of the region and
surrounding towns in the Cordillera, by improving
accessibility.
