DEFINITION OF TERMS

• Public Information Officer


- The official authority who serves as a central
source of information for release by the PNP and
respond to requests for information by the news
media and the community.

• Spokesperson
- The officially-designated authority who acts as
the mouthpiece of the PNP.

DEFINITION OF TERMS

• Limit of Disclosure
- The term ― limit of disclosure‖ applies only to limits
set by legal requirements. In the absence of any legal
impediment, the PIO or spokesperson must be truthful
and honest at all times.

- The PIO may set the rules with media on what type
of information to reveal to the public so that existing
efforts will not be jeopardized.

- A media representative duly recognized by the
PNP through its PIO.

• Press Release
- It is the official statement issued by the PNP to
the media.

• Crisis

 The presentation of suspects to the media is a
violation of the suspect’s constitutional right to
due process and presumption of innocence.

 It is the responsibility of the PNP to safeguard
the lives not only the victims and suspects but
likewise members of the media.
 News media shall not be allowed access to any

altered, destroyed or otherwise prejudice its
existence being published or portrayed.

 PNP personnel shall extend every reasonable
courtesy to news media representatives at
crimes scenes. This may include closer access
of personnel and equipment than available to
the general public to the degree that it does not
interfere with the police mission or the
movement of traffic.

 In cases where a suicide or suspected suicide
has occurred, only factual information
describing how the incident happened may be
released to the media.
 The name, age, sex, address, and occupation
of the victim may be released but only after the
victim’s next of kin had been duly informed of
the incident.

 Suspects placed under police custody shall neither
be paraded before the media nor shall police
personnel pose with arrested suspects during press
releases or media interviews. This is in observance
of the constitutional and human rights of a person

 When an individual is charged with a criminal
offense and is sought by law enforcement
authorities, photographs may be released to the
media to help locate the individual.
 No departmental photographs, videotape film or
composites of subjects in custody shall otherwise
be released to the media unless authorized by the
departmental chief executive or authorized
designee.

 At the scene of significant accidents, man- made or
natural catastrophes, the principles of media
cooperation shall be maintained to the degree that

from gaining access to any area because of the
possibility of their injury or death. The PIO should
explain the circumstances of the situation and in

area on their own volition.

 Recovered/collected items/evidence may be
presented to the news media only after the same
had been processed, accounted and turned over to
the evidence custodian.
 On private property, photography, film or videotape

or the owner’s representative.

• On SOCO Matters
 Information such as type and quantity or property
taken during robbery incidents may be released by
the SOCO/first responders/investigators at crime
scenes but beyond that, the first responders/
Investigator-on-Case must avoid giving premature
information that may affect the result of the
investigation to the news media.

 While it is the policy of the PNP to cooperate fully
with the media, it may keep from the press those
regarded as active or classified such as ―criminal

Drug Pushers Arrested in a Buy-bust
The anti-drug operatives of Baguio City Police Office (BCPO) netted two
LEAD
persons in a buy-bust operations yesterday evening along Bokawkan
Road, Baguio City.

The suspects identified as Juan Tamad, 21, and Rosi Sipag, 18, were
arrested inside their white Toyota Hi-Ace van after handing over to a
police poseur buyer a sachet of suspected “shabu” BODY

The Baguio Police Director, Police Colonel Sharon Patacsil said that the
suspects were in the drug watchlist of BCPO.

The police recovered from the suspects the two pieces 500 peso bill TAIL
marked money, three pieces of heat-sealed plastic sachet containing
white crystalline substance suspected “shabu”, and other drug

about 10:40 AM, elements of Kennon Road Police Station (PS 8) led

old, born on October 21, 2004, student,  and a resident of Fairview, Baguio

plastic sachet containing white crystalline substance suspected to be shabu
MOL 0.11grams with SDP amounting to Php1,000.00 (Subject of sale);
Non-Drug Evidence are: a. One (1) pc genuine Php500.00  bill with serial no.
QJ314664, b. Three (3) pcs 1,000-peso boodle money with same serial no.
BJ657997, c. One (1) pc 500-peso boodle money with serial no. MA683434,
