II. Background and Rationale

The present COVID-19 pandemic has brought extraordinary challenges and

has affected the educational sectors. No one knows when it will end and still far
from over. The Department of Education in the Philippines is constantly
implementing plans and procedures on how to contain the virus, and the
infections are still continually rising. In the educational context, to sustain and
provide quality education despite lockdown and community quarantine, the new
normal should be taken into consideration in the planning and implementation of
the new normal educational policy. The crisis has, therefore, brought us to a fork in
the road – giving us the perfect opportunity to select a new direction and move
forward by adopting a more sustainable path. COVID-19 offers academic sectors a
unique opportunity to design and create innovations for quality education despite
the crisis we are in.
As the emergency phase dissipates, we move into a recovery mode. Thus,
the proponent came up with the idea of Enhancing Reading Ability of the Learners
through CIS Approach (Collaborative and Implicit Systematic Phonics
Instruction).

To whom it may concern,

Greetings!

My husband died suddenly and unexpectedly. Life without him is not the same and no
words can describe the pain.

I am writing this because I am currently facing financial difficulties and I would like to ask
your good office for the consideration of my husband’s death benefit. Please do consider
my appeal because we have been common law married for 8 years and blessed with three
lovely children which are still very young. We have never thought of marrying in church or
civil rite because of financial problem. We would rather spend the money for food and for
our children’s needs.

Fortunately, last February 14, 2020, we exchanged vows in a civil mass wedding rite
organized by the local government unit that aims to legalize the marriage of couples, who
have been living together for how many years. Mayor Erick G. Cañosa solemnized the said
ceremony.

I am a member of FICCO since 2018 and I have already completed the papers to claim the
Life Insurance Benefit of my husband. If granted, this would be a big help for us to
survive. I’m hoping and praying for your positive response.
