General Impressions
• The capacity development priorities of the component
LGUs (Municipalities/Component City) are generally
aligned with the capacity development priorities of the
province.
• The foundational and enabling capacity development
prioritized by LGUs imply the needed support to
operate in the context of full devolution.

• Technical assistance shall be targeted to the LGUs with


foundational and enabling capacity development
needs for provincial, regional, and national integration.
• For LGUs with priorities within the developmental
capacity development, a determination of the area-
wide development with inter-LGU spillover.

• Within the developmental capacity development


needs, an identification of the common priorities
based on their CapDev Agenda will be explored to
identify intra-provincial priorities and to leverage
strategic oversight by the Provincial Government of the
CapDev priorities of its component LGUs.

• There is a need to review/revisit the entries in the
capacity development analysis to ensure that the
thematic capacity development needs of the LGUs are
captured.
• There are notable differences in terms of the
municipalities’ priorities in terms of the capacity
pillars with that of the province.

• In terms of the capacity development pillars, engaging
with the key stakeholders is significant as it can
influence the attainment of specific outcomes.
• Delivery gaps must be complemented by specific
emphasis on the capacity development pillars
(structure, competency, etc).
Ways Forward
• CapDevs categorized under the Foundational CapDev
will have to be strengthened to facilitate the LGUs in
their assumption of the devolved functions, services,
and facilities.
• Developmental CapDevs will have to be pursued
together with NGAs to enhance the alignment of
development directions.
Ways Forward
• Revisit the LGU Devolution Transition Plans (DTPs)
• NGA involvement and technical assistance support to
LGUs through the CAR Committee on Devolution
(ComDev)
• MSAC engagement in the provision of technical
assistance/ capacity development intervention to
LGUs
