PHRASE FOR A TRAFFIC

INFORMATION
Rule of the road
Rule 3 of the International Regulation for Preventing
Collision at Sea in 1972, explain about :
a. Vessel : every description of water craft,
including non-displacement craft and seaplane,
used or capable of being used as a means of
transportation on water.
b. Power driven vessel : vessel propelled by
machinery.
c. Sailing vessel : any vessel under sail provided
that propelling machinery, if fitted, is not being
used.
d. Vessel engaged in fishing : any vessel fishing with nets,
lines, trawl or other fishing apparatus which restrict
manoevrability, but does not include a vessel fishing
with trolling lines or other fishing apparatus which do
not restrict manoevrability
e. Seaplane : any air craft designed to manoevre on the
water
f. Vessel not under command : means a vessel which
through some exceptional circumstances is unable to
manoevre as required by these rules and is therefore
unable to keep out of the way of another vessel.
g. Vessel restricted in her ability to manoevre : means a
vessel which from the nature of her work is restricted in
her ability to manoevre as required by these rules and is
therefore unable to keep out of the way of another vessel
h. Underway : means that a vessel is not
anchor, or made fast to the shore, or
aground
i. Length and breadth of vessel : means her
length oveall and greatest breadth
j. Restricted visibility : means any condition
in which visibility is restricted by fog,
falling snow, heavy rainstorms, sand storm
or any other similar causes
The undermentioned vessels are regarded as vessel
restricted in their ability to manoevre :
1. a vessel engaged in servicing or picking up a
navigation mark, submarine cable or pipeline.
2. a vessel engaged in dredging, surveying or
underwater operations.
3. a vessel engaged in replenishing or transfering
persons, provisions or cargo while underway
4. a vessel engaged in launching or recovery air craft
5. a vessel engaged in mines sweeping operations
6. a vessel engaged in towing operations such as
severaly restricts the towing vessel and her tow in her
ability to deviate from her course.
Rule 21 of the International Regulation for
Preventing Collision at Sea in 1972, explain about :
1. Masthead light means a white light placed over
the fore and aft centreline of the vessel showing
unbroken light over.
2. Side lights means a green light on the starboard
and a red light on the port side each showing an
unbroken light over .
3. Stern light means a white light placed as nearly as
practicable at the stern showing an unbroken
light over.
4. Towing light means a yellow ligth having the
same characteristics as the stern light.
5. All round light means a light showing an
unbroken light over an arc of horizon of 360
degree.
6. Flashing light means a light flashing at regular
intervals at frequency of 120 flashes or more per
minute.
