CLIMATE CHANGE ( Environment and Climate Change)

- The Climate Change Adaptation and Mitigation Cluster shall


focus on the conservation, and protection of the environment
and natural resources. It shall take the lead in pursuing
measures to adapt to and mitigate the effects of climate
change on the Philippine archipelago; and undertake all the
necessary preparation for both natural and man-made
disasters.
Programs that are implemented:

2. National Green Program
POLLUTION • The U.S. Environmental Protection Agency (EPA)
sets limits on certain air pollutants. It also enforces
federal laws on clean water and safe drinking water.
The EPA also enforces federal regulations to limit the
impact of businesses on the environment. For more

VIOLENCE • RA 9262
The Women and Children Protection Program
(WCPP) provides technical and management support
to ensure that Women and Children Protection Units
(WCPUs) are established and operational as mandated
under Section 40 of Republic Act 9262.
• Violence and Injury Prevention Program (VIPP) has
a main objective of reducing morbidity and mortality
due to violence and injuries. It has five key areas of
concern such as (1) Road Traffic Injuries, (2)
Drowning, (3) Burns, (4) Falls and (5) Poisoning.
SECURITY AND WELL- • This Law aims not only to treat the affected
community of mental health, but also to educate and
BEING promote awareness of mental health disorders to the
general public by implementing national policies,
strategies, programs, and regulations; develop systems
to respond to psychiatric, neurologic, and psychosocial
needs; to protect the rights of the affected; strengthen
information campaign on mental health disorders; to
integrate mental health care in basic health services; to
integrate strategies promoting mental health in
educational institutions, workplace, and in
communities.

LACK OF EDUCATION • Alternative Learning System (ALS)

The Alternate Learning System (ALS) is a program


that aims to provide an alternative path of learning for
out-of-school kids and adults who are literate but have
not finished the 10 years of basic education required by
the Philippine Constitution. School dropouts will be
able to continue their primary and secondary
education outside of the formal system through this
initiative.

UNEMPLOYMENT • Livelihood programs.


These programs include DOLE’s Integrated Livelihood
and Emergency Employment Program (DILEEP),
DSWD’s Sustainable Livelihood Program (SLP), and
National Housing Authority (NHA) Livelihood and
Affordability Enhancement Program (LEAP).

GOVERNMENT • Republic Act No. 3019 (The Anti-Graft and Corrupt
Practices Act) is the main anti-corruption law. It
CORRUPTION enumerates certain acts of public officers that constitute
graft or corrupt practices, or which may lead to
Persuading, inducing or influencing another public
officer to perform an act constituting a violation of rules,
or an offense in connection with official duties.

MALNOURISHMENT & • School-Based Feeding Program

HUNGER The School-Based Feeding Program helps to fight short-


term hunger and malnutrition by giving hot meals to
undernourished (severely abandoned and wasted) Kinder-
Grade 6 students in all divisions for 120 days. According to
Phil Dietary Reference Intake (PDRI), the meal must offer
1/3 of the Recommended Energy and Nutrient Intakes
(RENI) for youngsters.
TERRORISM • The Philippines has not established such a
mechanism specific for victims of terrorism. The
Philippines does have some government programs
which help victims of crimes in general, and
victims of terrorism may fall under these.

Furthermore, Executive Order No. 82, s. 2012


established the National Crisis Management
Committee, the highest policy and decision making
body in managing human-induced crises at the
national level. As part of its mandate, this
committee has duties regarding Post-Action and
Assessment. However, there has been no specific
programme established for dealing with victims of
terrorism under this mandate.
