Communication between parties


If an employer or collective bargaining agent finds conflict or
dispute is likely to arise, they may communicate their views in
writing to the other party

Negotiation
Upon the receipt of the communication, the other party
has fifteen days to try to settle the dispute by bilateral
negotiation

fails, on the request of the
aggrieved party, the Govt.
initiates the conciliation

If the conciliation fails, the party which

strike or lock out to the other party
