PENGURUSAN BT KEPADA JAS NEGERI
 Pembawa yang berikut ialah pembawa yang ditetapkan
bagi maksud subseksyen 18(1A) Akta:

 Mana-mana kenderaan atau kapal daripada apa-apa jenis

yang –
Any vehicle or ship of any description which is –

a) didorong oleh sesuatu mekanisme yang terkandung di dalamnya;

propelled by a mechanism contained within itself;

b) dibina atau disesuaikan untuk digunakan didarat atau di air; dan

constructed or adapted to be used on land or water; and

c) digunakan bagi pergerakan, pemindahan, penempatan atau

peletakan buangan terjadual
used for the movement, transfer, placement or deposit scheduled
wastes
 Subseksyen 18 (1A)

 Pembawa yang ditetapkan

hendaklah dilesen
Prescribed conveyance to be
licenced
 Subseksyen 19 (a)

 Kebenaran Bertulis untuk menjadikan sesuatu

kenderaan atau kapal sebagai suatu pembawa
yang ditetapkan.
 Written Permission for causing any
vehicle or ship to become a prescribed
conveyance

Regulation 2, SWR 2005

 Kontraktor = mana-mana orang yang dilesen

dibawah Subseksyen 18 (1A) Akta
 Contractor = any person licenced under
subsection 18 (1A) of the Act

Notification of the generation of scheduled wastes

 WG perlu beritahu KPAS ≤ 30 hari

 WG shall notify DG within 30 days

o Pelupusan Buangan Terjadual (P4)

Disposal of Scheduled Wastes

 Di premis Yang Ditetapkan (PYDT)

 At prescribed premises only
o Pengolahan Buangan Terjadual (P5)
Treatment of Scheduled Wastes

> Dalam tapak atau di PYDT sahaja

On-site or at prescribed premises only

o Perolehan Kembali Buangan Terjadual (P6)

 Dalam tapak atau di PYDT sahaja

On-site or at prescribed premises only

 Sisa perlu dilupus di PYDT

Residuals shall be disposed at
prescribed premises
 Pengurusan Khas Buangan Terjadual (P7)
Special management of scheduled wastes

 WG boleh memohon supaya BT tertentu dikecualikan

daripada diolah/dilupus/diperoleh kembali di PYDT.
 WG may apply to exclude a spesific SW from being
treated/disposed of/recovered at prescribed premises.

 Permohonan dikemukakan mengikut Garispanduan

ditetapkan beserta bayaran proses RM 300.00
 An application shall be submitted in accordance with the
prescribed Guidelines together with RM 300.00 processing
fee.

 KP boleh memberikan kebenaran bertulis sama ada

dengan syarat atau tanpa syarat
 DG may grant a written approval either with or
without conditions.
 Tanggungjawab Pengeluar Buangan (P8)
Responsibility of waste generator

o WG hendaklah memastikan BT :
- DIBUNGKUS, DILABEL & DISTOR dengan
baik.
- DIOLAH/DIPEROLEH KEMBALI dalam
tapak, atau DIANGKUT dan DITERIMA dengan
sempurna di PYDT.

o WG shall ensure that SW are :

- properly PACKED, LABELLED & STORED
- TREATED/RECOVERED on-site, or savely
DELIVERED and RECEIVED at prescribed premises
Penstoran Buangan Terjadual (P9)
Storage of scheduled wastes

 Bekas sesuai dan tahan lasak

Compatible and durable container
 BT tak serasi (J4) dalam bekas berasingan dan dikawasan
berasingan
Incompatible SW in saparate container and in separate
containment area
 Bekas mengisi BT hendaklah sentiasa ditutup
SW container shall always be closed
 Kawasan storan BT yang sesuai untuk cegah pertumpahan ke alam
sekeliling
Proper SW storage area to prevent spillage into the environment
 BT boleh disimpan sehingga 180 hari atau 20 tan
WG may store SW up to 180 days or 20 tonnes
Pelabelan Buangan Terjadual (P10) (J3 & J1)
Labelling of scheduled wastes

 Tarikh mula keluar, nama, alamat dan no.telefon pengeluar

buangan ditanda dibekas mengisi BT.
Date the SW are first generated, name, address and
telephone number of WG shall be clearly mark on the
container.

 Bekas mengisi BT hendaklah dilabel (11 jenis label) dan

ditanda Kod Buangan dengan jelas.
SW container shall be clearly labelled and marked with SW
code.
Inventori Buangan Terjadual (P11) (J5)
Inventory of scheduled waste

WG perlu disimpan inventori yang tepat &

kemaskini
WG shall keep accurate & up-to-date inventory

Simpan rekod sehingga tiga tahun dari tarikh

buangan di keluarkan
WG shall keep the record up to three years from
the date the SW was generated
Penjejakan dan Pemantauan Buangan Terjadual (P12) (J6)
SW tracking and monitoring

 Nota Konsainan (6 salinan)

Consingment Note

 Simpan rekod NK selama tiga tahun

(WG, WT, WR)
CN must be retained for three years
Menyediakan Maklumat Buangan, Cara Pengendalian
dan Langkah-Langkah Tindakan Kecemasan Kepada
Pengangkut Buangan (P13) (J7)
Waste information, method of handling and emergency
response procedure shall be provided to the wastes
transporter

 WG menyediakan maklumat seperti Jadual Ketujuh kepada

pengangkut buangan dan menerangkan kegunaannya.
WG shall provide information as in the Seventh Schedule to
the wastes transporter and shall explain the use of the
schedule

 WT hendaklah memastikan semua pekerjanya mengikuti

program latihan dan memahami tujuan dan kegunaan
Jadual Ketujuh
WT shall ensure all his employees attend training
programme and understand the purpose and use of the
Seventh Schedule
Tumpahan atau Pelepasan Tak Sengaja (P14)
Spill or accidental discharge

 WT hendaklah serta merta memaklumkan KPAS

WT shall immediately inform the DG

 WT hendaklah membersihkan tempat kejadian dengan

bantuan kepakaran daripada WG
WT shall cleanse the affected site with the expertise
support from the WG

 WT perlu menjalankan kajian impak tumpahan ke atas

alam sekitar
WT shall undertake studies to determine the impact of
the spillage on the environment
Program Latihan (P15)
Training programme

 WG hendaklah memastikan semua pekerja

yang terbabit dengan buangan terjadual
menghadiri program latihan.
WG shall ensure that all his employees involve
in SW attend training programme
Kompaun Kesalahan (P16)
Compounding of offences

• Tiap-tiap kesalahan dibawah Peraturan ini

boleh dikompaun

• Every offence under this Regulation may be

compounded
