PRSO 121 – Philippine Social Realities and Social Welfare

SHORT PRAYER

Lord, we offer to you our class today.


We pray that through your Divine Guidance, we
would learn how to listen attentively to the inputs
of our teacher and classmates.
May we appreciate all efforts in imparting
knowledge to us.
May we participate actively in the discussions and
activities, so we could learn more while having
fun. May we value each other’s contributions as a
building block towards harmony and peace.
Grant that as we interact with one another, we
recognize the fact that all our learning activities
should be accomplished for your greater glory.

WELCOME TO SOCIAL WELFARE & SOCIAL REALITIES

Socilal Welfare and Social realities will give us a glimpse


of the current social challenges from the global,
regional and local perspective. It is hope that we can be
able to deduce the idea that we are now inevitably
living in global community with shared popular culture,
politics and economy. Consequently, human condition
are becoming more marginal.
This course will dwelt on the discussion of the different
areas of vulnerabilites (social, economic, environmental
and political) and how the different sectors were
marginalized. Social Protcetion as Social Welfare
intervention will revisited, how it is implemented and
work for the advancement of the disadvantage group.
OVERVIEW OF THE COURSE:

Philippine Social Realities and Social Welfare


focuses on the Philippine socio-political,
economic, cultural, spiritual, environment and
gender (SPECSEG) realities in the context of
local, regional and global situations, and their
implications to social welfare and social work.
COURSE CONTENT
A.  Modules or Topics of the Course: 
 Module 1 : Definitions of Reality,Tools for social analysis
(SPECSEG)
 Module 2 : Anatomy of Social Problem and Related
Theories of Social Problems
Module 3 :  Globalization and neoliberalism:Implications to
Philippine realities and that of other developing countries
Participatory development
 Module 4 : Social issues and problems of different sectors
of the Philippines society; their situation, needs, issues and
struggles from a gender lens;
Module 5 : SW Principles and values relating the to needs
and uniqueness of the various sectors.
OBJECTIVES:
1. Explain the social realities, problems and issues
and in the Philippine society as these related to
regional (Asia) and global situations.
2. Discuss the relevance of social welfare policy
program and services in responding the needs of
the target clientele for inclusive growth and
development.
3. Assess the policies of different agencies as it
response to the current social issues and realities.
4. Recognize student’s role and contribution
towards addressing these current situations as
future social workers and citizens.
OVERVIEW AND CONCEPT OF SOCIAL WELFARE
The government is the father of the land (Parens
Patriae) responsible to ensure that the needs of its
people is properly responded.
This is operationalized through the different social
welfare programs that help to combat the poverty
condition of the country.
Poverty is a manifestation of a much deeper social
problems, and we need to understand the cause
and its interconnectedness to the different social
realities.
We simply see poverty for lack of material items
which result for some to be deprived of their right
to social participation. They are also deprived of
the full access to services such as leisure, shelter,
health, education among others.
With this, most of the groups at risk of being poor
belongs to the lower strata of our society.
They are vulnerable due to economic, political and
cultural inadequacy which make them marginalized
in our society.
Consequently, human condition are becoming more
marginal because we are now living in global
community with shared popular culture, politics
and
economy.
MODULE 1 : LESSON 1: DEFINITIONS OF REALITY, TOOLS FOR SOCIAL ANALYSIS
(SPECSEG)
 Reality is the sum or aggregate of all that is real or existent within
a system, as opposed to that which is only imaginary.
 A common colloquial usage would have reality mean "perceptions,
beliefs, and attitudes toward reality", as in "My reality is not your reality."
 Reality can be defined in a way that links it to worldviews or parts of
them (conceptual frameworks): Reality is the totality of all things,
structures (actual and conceptual), events (past and present) and
phenomena, whether observable or not. It is what a world view (whether
it be based on individual or shared human experience) ultimately
attempts to describe or map.
 Certain ideas from physics, philosophy, sociology, literary criticism, and
other fields shape various theories of reality. One such belief is that
there simply and literally is no reality beyond the perceptions or beliefs
we each have about reality. Such attitudes are summarized in the popular
statement, "Perception is reality" or "Life is how you perceive reality" or
"reality is what you can get away with" (Robert Anton Wilson), and they
indicate anti-realism – that is, the view that there is no objective reality,
whether acknowledged explicitly or not.
 Many of the concepts of science and philosophy are often
defined culturally and socially. This idea was elaborated by Thomas
Kuhn in his book The Structure of Scientific Revolutions (1962). The
Social Construction of Reality, a book about the sociology of
knowledge written by Peter L. Berger and Thomas Luckmann, was
published in 1966. It explained how knowledge is acquired and used for
the comprehension of reality. Out of all the realities, the reality of
everyday life is the most important one since our consciousness requires
us to be completely aware and attentive to the experience of everyday

Social analysis includes examining people’s


values and beliefs to determine how people and
communities interpret the possible impacts of
alternative actions on their day-to-day quality of
life.
