MOBILE PALAY PROCUREMENT

 Gathering/pooling of palay stocks from Indi-


vidual Farmers/FOs pre-assembled at des-
ignated collection centers such as Brgy./
Municipal Halls on scheduled basis.
 NFA will pick-up palay of farmers free of
 charge.
 Procedure: Call NFA La Union Hotline to set
schedule of pick-up.

Palay Marketing Assistance for Legislators


and Local Government Units (PALLGU)
 Under the PALLGU, the Legislators or heads of
LGUs shall enter into a marketing agreement
with NFA where the former shall provide a
premium amount (not lower than Php 1.00 per
kg) which shall be added to the existing NFA
support price when buying palay from individual

farmers/Farmers’ Organizations (FOs).


 It aims to enable palay farmers to maximize
their income.

INSTRUCTIONS ON THE USE OF THE TABLE:


1. Determine the Gross Weight (GW) of the palay
2. Determine the Net Weight (NW) of the palay by subtracting the weight of the container from the Gross Weight (GW).
3. Determine the % Moisture Content (MC), % Purity, % Discolored & Damaged (D&D) Grains of palay.
4. Based on the % MC, % Purity, and % Discolored & Damaged Grains, determine the ENWF from the table.
5. Multiply the NW with the ENWF to get the Equivalent Net Weight (ENW): ENW = NW x ENWF
6. Procurement Cost = ENW x Buying Price

HOW DOES NFA BUY PALAY

A.CLASSIFICATION AND NET WEIGHT


In buying palay, NFA takes into consideration the following
parameters for classification:

 Moisture Content – 14% to 30%


 Purity
 Discoloration and Damage

B. VOLUME OF PALAY
The volume of palay that can be sold to NFA depends on
the yield per hectare of a farmer as recorded in the DA.
(maximum of 7 hectares production per individual farmer)

For Farmer’s cooperatives and association, the maximum


volume that can be sold to NFA depends on the number of
members and yield per hectare per member.

C. PAYMENT
NFA pays for palay through the following modes:

 Cash –Php 300,000.00 maximum


 Combination of Cash and Check – more than Ph-
p300,000 to Php500,000
 Check – for the full value of palay sold, depending on the
preference of farmer-seller or cooperative
