About the Baldwin EMA
● The agency is responsible for
providing support in times of
emergency.
● It has operated as a subsidiary of
various agencies in the past and now
acts as its own department.
● Works Closely with GEMA
About GEMA
● Georgia Emergency Management
Agency
● Created in 1981 under Emergency
Management Act
● Operates throughout the whole state.
● Helped clean up after Katrina in west
GA in 2005.

Hazardous Material Mitigation Plan
● A well coordinated series of systems meant to
protect the population from harm.
● A team is selected from department personnel
and GEMA representatives.
● The plan is updated every five years.
● It usually takes 4-5 meeting to get everything
sorted out.

● Medical personnel

Types of hazardous materials. Chemical/ Radioactive
● Chemical hazards can come from
trucks and trains that overturn. Quick
action is needed to protect the
environment.
● Radioactive issues are handled by
GEMA’s radiological preparedness
section (RPS). They are among the
most difficult to clean up.
Types of hazardous materials - Natural
● Tree limbs - can cause damage to
power infrastructure
● Flood waters- Can sweep cars away
and cause molding in affected
buildings.
● Debris- Difficult to clean up and can
cause injury.
Other hazards- Cybercrimes and terrorism.
● The Georgia Cyber Crimes Center is
responsible for handling cyber crimes
of a certain magnitude.
● GEMA has their own Counter
terrorism Task Force that can be
deployed very quickly.
Possible new additions
● Earthquakes- With the 2023
earthquake in Turkey it was suggested
to add earthquakes to the list of events
that the plan prepared for.
Critical facilities
● Hospitals
● Schools
● Airports
● Trainyards
● GCSU Facilities
Addresses and names change so it is important
to make sure it is up to date.
Media platforms to use for alerts.
● Emergency alerts can be accessed
through the NWS or the NOAA.
● AM radio provides reports for many
areas.
● Local agencies have social media
accounts that can inform of coming
dangers.
Conclusion.
● Emergency management is a complex series of
systems that serve to protect everyone from
disasters.
● Keeping these systems up to date is vital to their
effectiveness.
● Not the most glamorous field but very rewarding
and important.
● A solid piece of mind that there is a plan for just
about every type of incident.
