Historical Context
Coronaviruses are a big family of many different types of viruses. Some of
these viruses cause the common cold and other infect animals like bats and
cattle.

In late 2019, a new virus was detected in Wuhan, China and set off a global
pandemic. This new virus has been called COVID-19. It began in China and
infected people not animals. This indicated that the virus is spread from
person to person. The virus spread around the world including in the United
States.

In the United States businesses and school across the country closed to prevent
the spread of the virus. In response, the U.S. Congress quickly sought to
provide economic relief to individuals and businesses.
