The way how LTE1103 and LTE1203 achieve energy savings is different
LTE1103: LTE1203:

When low load conditions are fulfilled, eNB may trigger cell reconfiguration to save the energy. For
4TX2TX as well as 2TX1TX reconfiguration, a cell reset is needed.
Note: Power saving actions in the shape of cell switch off or number of active TX paths reduction is done one by one (exception: last cell(s) can
be switched off together). When it comes to capacity recovery (switching on cells or TXs), number of cells that is needed to provide missing
estimated capacity is recovered at once.
When high load conditions are fulfilled, eNB may trigger cell reconfiguration to recover the cell resources. For
2TX4TX as well as 1TX2TX reconfiguration, a cell reset is needed.
