CHAPTER 1
BACKGROUND OF THE STUDY
Government buildings are the most basic yet significant sources of power, authority, and
influence in the country's growth, whether at the regional, provincial, municipal, or barangay
levels. The suggested goal is to develop a new government building that will serve the public
and the availability of suitable existing or planned infrastructure and public service facilities
required to accommodate projected needs of the community.

A municipal hall which is played as institutional, government structure which purpose is to


serve the people within its community that aims for the betterment, progression and
development of their community. The study is to meet functional programs, elaborate the
needs, influence indoor and outdoor activity and come up with a practical and accessible
design solution for the new proposal. The relocation of the municipal hall must be given a
vital attention to aid the needs and recuperate the norms of an ideal and potential
government hall.
BACKGROUND OF THE STUDY
Every year the population on the municipality of Orion is increasing. The municipal hall is
too crowded and have not enough space to cater the crowd of people coming in need of
their service and other transactions. The public accessibility in modernized municipal hall
will ensure that the needs of persons with disabilities and other specials needs group are
addressed.
STATEMENT OF THE PROBLEM
PROBLEMS
Main Problem
• The existing site of Orion municipal hall is too small to accommodate the growing population of the entire
community of Orion, where is the suitable site for the relocation?

Sub Problem
• What architectural design will be applied?

• How will the structure be accessible to the disabled persons?

• Will the project be a help in improving accessibility in terms of its new location?

• Will the building be considerable for its usage and for the user?

• What is the suitable site for the relocation of the municipal hall which aims to transfer to bigger site?
GOALS AND OBJECTIVES
Goals:

• To become functional and accessible by means of proper and exact allocation of spaces that can influence the workability of the
employees as well as achieve smooth transactions between people and employees.
• To plan a new design and facility to meet the needs of the users in order to make the site a valuable venue for the users in or out
of the service.

Objectives:
• A modern design that meets the norms of a government structure while also providing usable facilities for its community.

• The building should have an accessible entrance, having an access includes things like accessible routes, curb ramps, parking for
PWD and passenger loading zones, signage, entrances, and restroom accommodations.

• Offers the convenient and modernized municipal hall which is well lighted spaced and ventilated.

• The municipal hall that is more capable and attainable in achieving a workable place that leads to maximum productivity and
progression towards people.

• The chosen site must bigger than the old/existing site of the municipal hall.
SIGNIFICANCE OF THE STUDY

to achieve information and ideas regarding on the importance of municipal hall through
research study. This research can give benefit for the incoming generation to serve as their
guide and reference whenever they need records about municipal hall. It is significance to:

Community/Employee
The community of Orion they are the ones who need government service. The employees
are the ones who provide service to the community and they will usually use the facilities inside
the municipal hall. They are the probable user of the municipal hall.

The Researchers
It may serve this as their guidance to gather information and it may serve them as a building
block to have a bigger study. This will be an instrument that will guide them discovering credible,
reliable data for further understanding on the topic. One of the best way of acquiring knowledge
about this topic.

Future Researchers
The result of the study hopes to be a help to future researchers as a basis for their
studies. Useful reference for the researchers who would plan to make any related study.
Scope:
This study focuses on redevelopment and relocation of the new municipal hall of Orion,
towards a convenient, modernized and well designed government facility. Relocating to a
bigger site to provide the government employees, higher officials and the community a
convenient, accessible, improved and redesign facility that might be more convenient and
operable. A new municipal hall that will improve the deficiency of necessities in relation to
the existing municipal hall.
  
Delimitations:
The study is limited with the architectural solutions in planning and design about the
relocation and redevelopment of the municipal hall. It doesn’t include non architectural
matters, detailed structural, electrical loading, as well as the mechanical system, sanitary
and plumbing system.
JUSTIFICATION OF THE STUDY
 
This research is not a duplicate or a copy from another study, though there are
different study that is related to my topic. This project will be on how redeveloped
municipal hall gives a comfort and convenience to the community and on its
employee. Modern municipal hall with an inviting interior and exterior design, must
be an open and transparent to establish indoor space ang outer space relationship.
CHAPTER 2
METHODOLOGY
 
In order to stipulate all the data and information concerning in this research study, there are
some procedures and steps of data gathering was made to provide support and also to have
all the necessary parts of this study. All the data and information were gathered organized
with the use of the following techniques:

connection from inside to outside of the building. It gives researcher the idea on how to design a modern
city hall that gives comfort also to the users and to the employee who is working inside, on how to
promote a sense of community inside a workspace

It’s eco-friendly design. A working space that not just a working space for a civil servant but also a
home to spaces. Where diverse cultural programs are provided and the voices of its citizen are
reflected. A design in the unique culture and valves of its people while embracing modern technology.

3. City Hall of Bacolod City


A more functional government center with the amenities of a modern offices, it gives an idea on
what facilities to provide around the city hall to make it a place not just for government services but also
for its citizens to enjoy, like having a place with extensive front lawn and a huge fountain a spacious
setting with a clean and great architecture design.
CHAPTER 4
SITE SELECTION

Site selection is a process of selecting the best place for the project proposal. The
chosen location for the project proposal will be determined by this study. there are
three sites selected and justify to which is the most suited site for the proposal.

DESIGN CONCEPT
MODERN ARCHITECTURE

Modern architecture makes use of environment-friendly


building materials that facilitate minimizing carbon
footprint; conserving money on bills; and reducing energy
consumption. Advancements in engineering, building
materials, social equality, health, and industry converged.
This created a perfect storm that allowed architecture to
enter a new era of design.

Modernism, has some of its elements like a connection to


the outdoors, spacious rooms, and lots of light and that
are the elements that the proposed Municipal hall needs.

FORM CONCEPT

Clustered Form

The form concept of the Municipal Hall is Clustered form because it offers multifarious
advantages in the form of energy conservation, open space preservation, environmental
protection, design flexibility, lowered construction costs, recreational opportunities, and
neighborhood development.

FUNCTION CONCEPT

The proposed construction of a government building that will serve the public. a
public service facilities that requires to accommodate the projected needs of the community.
TIME CONCEPT

This project may use modern way method of construction techniques to shorten construction time
and lower construction costs, such as the utilization of pre-fabricated materials. To ensure that this
structure can reach the maximum strength for a lifetime use, this project may use of pre-fabricated and
high-quality materials for the possible level of everlasting use.
