Rationalizing the Planning

System

Why rationalize?

❑ to put rationality to the present state of local planning in the country


❑ to reconfigure the planning process from its traditional technocratic
form into one that accommodates the imperatives of
multi-stakeholder participation and consultation
❑ to comply with the applicable provisions of R.A. 7160, its IRR, as well
as subsequent issuances.
❑ To enhance the LGU’s capability in the performance of its dual
functions
❑ to “reduce” or harmonize the plans that LGUs are mandated to
prepare
❑ for concerned NGAs to harmonize their planning guidelines with one
another to achieve some measure of coherence
Why rationalize?
Dual Functions of LGUs

As a POLITICAL UNIT, the LGU is a political


subdivision of the national government

• With powers to manage its territorial jurisdiction for and on behalf of


the national government
• Envisioned to become effective partners of the national government
in the attainment of national goals
• LGUs exercise its inherent powers

Dual Functions of LGUs

As a CORPORATE BODY, the LGU is responsible


for:

• Representing its inhabitants within its territory


• Promoting the general welfare among the inhabitants within its
territorial jurisdiction
• Delivering basic services and facilities to enable its inhabitants to
develop fully into self-reliant communities

Mandated Plans

❑ Section (c). The LGUs shall… continue to prepare their


respective
20 CLUPs enacted through zoning ordinances, which shall be the
primary and dominant bases for the future of land resources.

comprehensive multi-sectoral development plan to be initiated by its
