each and every Filipino’s capability to
meaningfully participate in governance
and effectively compete in the market as
individuals, as groups and as a nation

integrity and loyalty to the Estrada
vision of governance

3. initiation of legislative actions to
restore to the President his former
powers to broadly reorganize the rest
of the national govt, using his
own discretion and/or based on

CS that will introduce a merit-based
system of recruitment and promotion,

Short-lived adm (July 1998 – Jan 2001)
1. Charges of corruption that led to impeachment
proceedings; no verdict to serve as ground for
impeachment as it was overtaken by people
power 2, installing Arroyo into office as
President
2. Found guilty by the Sandiganbayan on
charges of plunder but did not serve sentence
(reclusion perpetua) as he was pardoned by
Arroyo
3. Ran again for President in the 2010 elections
despite questions as to its constitutionality;
placed second to PNoy; ran and won as
mayor of Manila in 2013 and 2016
