 TYPES OF POLITICAL SYSTEM
The Political system consists of both politics and government and involves the law,
economy, culture and other social concepts.
1- Democracy:
A system of government by the whole population of all the eligible members of a
state, typically through elected representatives.
2-Monarchy:
A form of government in which one person reigns, typically a king or a queen. The
authority, also known as a crown, is typically inherited.
3-Communism:
A system of government in which the state plans and controls the economy. Often,
an authoritarian party holds power and state controls are imposed.
4-Dictatorship:
A form of government where on person makes the main rules and decision with
absolute power, disregarding input from others.
5-Theocracy:
A system of government in which priests rule in the name of God or a god.

NATIONAL LEVEL:
ISLAMIC CONCEPT OF SOVEREIGNTY
1- Concept of Universe and the State
۱﴿  َ‫( ﴾اَ ۡل َحمۡ ُد هّٰلِل ِ َربِّ ۡال ٰعلَ ِم ۡي ۙن‬ Surah Fatiha Avat No. 1)
All praise unto Allah, Lord of all the worlds

2- Commandment of God (Alif Laam Meem)

7:3 - َ‫نز َل ِإلَ ْي ُكم ِّمن َّربِّ ُك ْم َواَل تَتَّ ِبعُوا ِمن دُونِ ِه َأوْ لِيَا َء ۗ قَلِياًل َّما تَ َذ َّكرُون‬‫ُأ‬
ِ ‫اتَّ ِبعُوا َما‬
O people! Follow what has been sent down to you from Lord, and do not go behind other masters leaving him. Very little you understand.

3- prophet hood (surah an-nisa)

ِ ‫طا َع بِِإ ْذ ِن هَّللا ِ ۚ َولَوْ َأنَّهُ ْم ِإذ ظَّلَ ُموا َأنفُ َسهُ ْم َجاءُوكَ فَا ْستَ ْغفَرُوا هَّللا َ َوا ْستَ ْغفَ َر لَهُ ُم ال َّرسُو ُل لَ َو َجدُوا هَّللا َ تَوَّابًا ر‬
4:64 - ‫َّحي ًما‬ ٍ ‫َو َما َأرْ َس ْلنَا ِمن َّرس‬
َ ُ‫ُول ِإاَّل ِلي‬
And We did not send any messenger except to be obeyed by permission of Allah . And if, when they wronged themselves, they had come to you, [O
Muhammad], and asked forgiveness of Allah and the Messenger had asked forgiveness for them, they would have found Allah Accepting of repentance and
Merciful.

4-Constitution (SURAH MAIDAH AYAT 44)

‫ب هّٰللا ِ َو َكانُ ۡوا َعلَ ۡي ِه‬
ِ ‫استُ ۡحفِظُ ۡوا ِم ۡن ِك ٰت‬ ۡ ‫نَّ ۤا اَ ۡن َز ۡلنَا التَّ ۡو ٰرٮةَ فِ ۡيهَا هُ ًدى َونُ ۡو ٌۚ‌ر يَ ۡح ُك ُم ِبهَا النَّ ِبي ُّۡونَ الَّ ِذ ۡينَ اَ ۡسلَ ُم ۡوا لِل َّ ِذ ۡينَ هَا ُد ۡوا َو ال َّر ٰبّنِي ُّۡونَ َوااۡل َ ۡحبَا ُر ِب َما‬
۴۴﴿ ‫ك هُ ُم ۡال ٰكفِر ُۡو َن‬ َ ‫ولٓ ِٕٮ‬
ٰ ُ ‫ؕ َو َم ۡن لَّمۡ يَ ۡح ُكمۡ بِ َم ۤا اَ ۡنزَ َل هّٰللا ُ فَا‬ ‌ً‫اخ َش ۡو ِن َواَل ت َۡشتَر ُۡوا بِ ٰا ٰيتِ ۡى ثَ َمنًا قَلِ ۡيال‬ ۡ ‫اس َو‬ َ َّ‫﴾ ُشهَ َدٓا ۚ َ‌ء فَاَل ت َۡخ َش ُوا الن‬
Lo! We did reveal the Torah, wherein is guidance and a light, by which the prophets who
surrendered (unto Allah) judged the Jews, and the rabbis and the priests (judged) by such of
Allah's Scripture as they were bidden to observe, and thereunto were they witnesses. So fear
not mankind, but fear Me. And My revelations for a little gain. Whoso judgeth not by that
which Allah hath revealed: such are disbelievers. 

5-Concept of Caliphate
What is caliph?
Public select Caliph (Al-baqarah)
‫ال ِإنِّي‬
َ َ‫ك ۖ ق‬ ُ ِ‫ض َخلِيفَةً ۖ قَالُوا َأتَجْ َع ُل فِيهَا َمن يُ ْف ِس ُد فِيهَا َويَ ْسف‬
َ َ‫ك ال ِّد َما َء َونَحْ ُن نُ َسبِّ ُح بِ َح ْم ِد َك َونُقَ ِّدسُ ل‬ ِ ْ‫اع ٌل فِي اَأْلر‬
ِ ‫ال َرب َُّك لِ ْل َماَل ِئ َك ِة ِإنِّي َج‬
َ َ‫َوِإ ْذ ق‬
2:30 - ‫ون‬ َ ‫َأ ْعلَ ُم َما اَل تَ ْعلَ ُم‬
And [mention, O Muhammad], when your Lord said to the angels, "Indeed, I will make upon
the earth a successive authority." They said, "Will You place upon it one who causes
corruption therein and sheds blood, while we declare Your praise and sanctify You?" Allah
said, "Indeed, I know that which you do not know."
ESSENTIAL OF ISLAMIC POLITICAL SYSTEM

َ‫ض ٰى لَهُ ْم‬ َ َ‫ين ِمن قَ ْبلِ ِه ْم َولَيُ َم ِّكنَ َّن لَهُ ْم ِدينَهُ ُم ال َّ ِذي ارْ ت‬
َ ‫ف ال َّ ِذ‬
َ َ‫ض َك َما ا ْستَ ْخل‬
ِ ْ‫ت لَيَ ْستَ ْخلِفَنَّهُ ْم فِي اَأْلر‬ َ ‫َع َد هَّللا ُ الَّ ِذ‬
ِ ‫ين آ َمنُوا ِمن ُك ْم َو َع ِملُوا الصَّالِ َحا‬
َ‫اسقُون‬ِ َ‫ك فَُأو ٰلَِئكَ هُ ُم ْالف‬َ ِ‫ َولَيُبَ ِّدلَنَّهُم ِّمن بَ ْع ِد َخوْ فِ ِه ْم َأ ْمنًا ۚ يَ ْعبُ ُدونَ ِني اَل يُ ْش ِر ُكونَ ِبي َش ْيًئا ۚ َو َمن َكفَ َر بَ ْع َد ٰ َذل‬-(An-Nur)24:55
Allah has promised those who have believed among you and done righteous deeds that He
will surely grant them succession [to authority] upon the earth just as He granted it to those
before them and that He will surely establish for them [therein] their religion which He has
preferred for them and that He will surely substitute for them, after their fear, security, [for]
they worship Me, not associating anything with Me. But whoever disbelieves after that - then
those are the defiantly disobedient.
6- Concept of State
1- To implement justice and eliminate tyranny.
2- To implement islamic Law.
7- Advisory Council. (Ash shuraa)
َ ُ‫صاَل ةَ َوَأ ْم ُرهُ ْم ُشو َر ٰى بَ ْينَهُ ْم َو ِم َّما َر َز ْقنَاهُ ْم يُنفِق‬
42:38 - ‫ون‬ َّ ‫ين ا ْستَ َجابُوا لِ َربِّ ِه ْم َوَأقَا ُموا ال‬
َ ‫َوالَّ ِذ‬
And those who have responded to their lord and established prayer and whose affair is
[determined by] consultation among themselves, and from what We have provided them,
they spend.

7- Supremacy of Law
8- Rights of Government
9- Obey Government.
10 Protect laws
11- To fight on the behalf of Government whenever needed
 INTERNATIONAL LEVEL

1- Keeping the pacts.

2- Maintaining uprightness.
3-Favouring International peace and juctice.
4- Neutrality during war of others.
5- Maintaining good relations with other states.
6- Proportionality during war.

CONCLUSION:

We can say that Islamic political system is

the theocrat Democracy. In this system God
is supreme ruler. And the Caliph is elected
through the democratic procedures.
