What is a Cooperative?
An autonomous and duly registered
association of persons, with a common
bond of interest, who have voluntarily
joined together to achieve their social,
economic and cultural needs and
aspirations by making equitable
contributions to the capital required,
patronizing their products and services and
accepting a fair share of risks and benefits
of the undertaking in accordance with the
universally accepted cooperative principles.
Is a proactive and responsive lead government agency
for the promotion of sustained growth and full
development of the Philippines cooperatives for them to
become broad - based instruments of social justice, equity and
balanced national progress.
LEGAL BASIS
In fulfillment of the provisions of section 15, article XII
of the Philippine Constitution. To have an agency that
would promote the viability and growth of
cooperatives as instruments of equity, social justice and
sustainable economic development, defining its powers,
functions and responsibilities, rationalizing government
policies and agencies with cooperative functions,
supporting cooperative development , transferring the
registration and regulation functions of existing
government agencies on cooperative as such and
consolidating the same with the authority, appropriate
funds, therefore, and for other purposes.

The OFFICE OF THE BOARD OF DIRECTORS provides oversight and


guidance to the management team. They are responsible for making
strategic decisions, ensuring compliance with laws and regulations, and
protecting the interests of the shareholders.

The INTERNAL AUDIT DIVISION provides independent and objective


assessments of the organization's internal controls, risk management,
and governance processes. This helps ensure compliance with
regulations, identify opportunities for improvement, and enhance
overall efficiency and effectiveness.
CDA - ORGANIZATIONAL STRUCTURE
 The OFFICE OF THE ADMINISTRATOR oversees and manages the day-to-day
operations of the organization. They are responsible for implementing the policies and
procedures set forth by the board of directors and ensuring that the authority is in
compliance with all applicable laws and regulations. Additionally, the Office of the
Administrator provides leadership and strategic direction to the organization to ensure its
continued growth and success.

GENERAL ADMINISTRATION AND SUPPORT SERVICES provides the


necessary infrastructure and resources to support the organization's daily operations.

LEGAL AFFAIRS SERVICES ensures that companies comply with relevant laws and
regulations. They provide legal advice to executives and managers on various aspects of
corporate operations, such as contracts, employment law, intellectual property, and
corporate governance.
CDA - ORGANIZATIONAL STRUCTURE

 The INSTITUTIONAL DEVELOPMENT SERVICE main responsibility is to provide


technical assistance and support to cooperatives and other community-based
organizations (CBOs) in enhancing their organizational and institutional capacities,
particularly in the areas of governance, management, and operations.

 The REGISTRATION, SUPERVISION AND EXAMINATION SERVICE is


responsible in regulating and supervising the formation, registration and operation of
cooperatives in the country.

 The CREDIT SURETY FUNDS SERVICE main responsibility is to establish and


manage Credit Surety Funds (CSFs) that serve as collateral substitutes for micro, small,
and medium enterprises (MSMEs) seeking credit from banks and other financial
institutions.

 The EXTERNAL OFFICES OF CDA facilitates the registration and licensing of


cooperatives, monitors and supervise, conduct promotional and educational activities,
help in dispute resolution and promoting cooperative development.
