Pursuant to Executive Order No. 891, s. 2010 the Career
Executive Service Board (CESB) is mandated to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the Career Executive Service. One of the General Function of CSC: Provide technical advice and assistance to government offices and agencies regarding personnel administration
Administer human resource development programs,
render technical assistance in training needs assessment, develop appropriate training intervention and act as resource speakers; The CSC establishes the following principles to guide in the development of the competency of CSC workforce:
Every CSC official and employee is an important resource valued
by the organization
Learning and development interventions for CSC officials and
employees shall be purposive and aligned with the CSC strategic objectives and goals.
Learning and development shall focus on the development,
improvement or enhancement of competencies required by the current or future position/job of the official/employee. Learning and development is a shared responsibility of the management, supervisors and the employees.
CSC regards investment for learning and development as
equally important as investments in researches, information technology (IT), purchase of equipment and product development.
Learning and development shall be designed to increase the
portability of skills of employees.
Continuing upgrading of competencies is essential to the
maintenance of a corps of professional officials and employees of the Commission.
