Framework Convention on
Tobacco Control
(WHO FCTC)
Among adults (age 15+), 23.8% of Filipinos use
tobacco products, including 41.9% of men and
5.8% of women.

Among youth (ages 13-15), 16% use tobacco


products (boys 22.2%; girls 10.4%).
WHAT?
WHAT?
The FCTC (Framework Convention on Tobacco
Control) is the world’s first-modern day global
public health treaty about the effects of tobacco
consumption. It is negotiated under the World
Health Organization.
Philippines ratified the WHO
Framework Convention on Tobacco
Control on June 6, 2005. The treaty
went into effect on September 4,
2005.
WHY?
WHY?
The treaty is aimed to set universal standards
and limit in the use of tobacco in all forms all
throughout the world. This is to protect the
current and future generations of people from the
negative effects of tobacco to health, to
environment, and to society in general.
IN THE PHILIPPINES…
About 110,000 Filipinos die from tobacco-related
diseases each year.

About 21.8% of males deaths and 9.7% of female


deaths are caused by tobacco smoke (18.6% overall).

More than 23% of male deaths and 12% of female


deaths are caused by tobacco (16.6% overall).

The proposed specific steps by the FCTC for the
government to solve tobacco-related problems
are:
1. Adopt tax and price measures to reduce tobacco consumption.

2. Ban tobacco advertisement, promotion and sponsorship.

3. Create smoke-free work and public spaces.

4. Put prominent health warnings on tobacco packages.

5. Combat illicit in tobacco products.

GLOBAL STRATEGY TO
REDUCE THE HARMFUL
USE OF ALCOHOL
WHAT?
WHAT?
This is a program led by the World Health
Organization to save people’s lives from the
dangerous effects of alcohol use.
In the Philippines, people’s health is being
threatened from harm caused by the products
and practices of the alcohol industry.
WHY?
WHY?
There is an increased incidence of health
problems related to the use of alcohol. It is
reported that alcohol kills 2.5 million people
every year, including those between 15 and 29
years of age. Alcohol is considered as the third
leading risk factor for poor health all over the
world.
 A 2021 study by Movendi International, a global
social organization promoting alcohol prevention,
found that one of three Filipinos consumed at least
six alcoholic beverages in one sitting.

In the Philippines, household spending on alcoholic


beverages and tobacco rose fourfold to P226.5
billion in 2020, according to Statista.

HOW?
The global strategy will be implemented by
engaging all countries who participate in the
treaty, the international development partners,
public and private health and research
institutions.
The four priority areas for global action are:

1. Public Health advocacy and partnership;

2. Technical support and capacity building;

3. Production and dissemination of knowledge; and

4. Resource mobilization.
10 AREAS FOR NATIONAL ACTION
According to the WHO, here are the 10 areas for national action
to reduce harmful use of alcohol:
1. Leadership, awareness and commitment.
2. Health services’ response.
3. Community Action.
4. Anti-drunk driving policies and countermeasures.
5. Availability of alcohol.
6. Marketing of alcoholic beverages.
7. Pricing policies.
8. Reducing the negative consequences of drinking and alcohol intoxication.
9. Reducing the public health impact of illicit alcohol and informally produced
alcohol.
10. Monitoring and surveillance.
Presidential Decree
No. 1619
Sec. 6. The sale of, and offer to sell, to minors of liquors
or beverages containing an alcoholic content of thirty per
centum or above (60 proof or above) is hereby prohibited
and shall be punishable by imprisonment ranging from six
months and one day to four years and a fine ranging from
six hundred to four thousand pesos.

(A proposed bill that seeks to ban young people under 21
from drinking alcoholic drinks has been filed at the House
of Representatives by Davao City Rep. Paolo Z. Duterte
and Benguet Rep. Eric G. Yap, the ban will also cover
people with disabilities or a mental illness.)

“The state shall undertake efforts to eliminate alcohol


abuse and reduce underage drinking by prohibiting
unqualified individuals’ access to alcohol,” stated by
Davao City Rep. Paolo Z. Duterte

Action Plan
This is a plan led by the WHO to develop
mental health services. There 135 countries
that helped in the making of a framework
which would be the basis for each country in
developing their mental health services.
It is also includes the support of having mental
health program in each community in a
country. It also considers other aspects like
livelihood and education as far as a way to
provide people good mental health conditions.
OBJECTIVES OF GLOBAL
HEALTH MENTAL ACTION
PLAN
The WHO presents the following objectives to
develop mental health services:
1. Strengthen effective leadership and governance for
mental health.
2. Provide comprehensive, integrated, and responsive
mental health and social care services in community-
based settings.
3. Implement strategies for the promotion of mental and the
prevention of mental health problems.
4. Strengthen information systems, evidence, and research
for mental health.

According to a survey on mental wellness conducted by 


Rakuten Insight in May 2022, 63 percent of respondents in the
Philippines stated that they felt more stressed or anxious
during the past 12 months. The same survey revealed that in
order to improve their mental wellness, Filipinos preferred to
improve their sleep hygiene and exercising regularly.
The World Health Organization recognizes
World Mental Health Day on 10th of October
each year.
