1.) Commitment to Public Interest

Public officials and employees shall always

uphold the public interest over and above personal interest. All government resources and powers of office must be employed and used, efficiently, effectively, honestly and economically to avoid wastage in public funds and revenues.

Example: Take care of office equipment as if they are your own so that they will not break down easily. Expose graft and corruption. Use office supplies economically.

It

means the ability to look beyond selfish or personal interest and having a sense of justice and a sense of outrage at its violation.

2.) Professionalism

Public

officials and employees shall perform and discharge duties and responsibilities with the highest degree of excellence, professionalism, intelligence and skill. They shall enter public service with utmost devotion and dedication to duty.

Not only doctors, CPAs, engineers, lawyers,


etc. are considered professionals. If you are a driver, or a clerk, or a utility worker, you are also considered a professional.

As long as you possess a specialized knowledge about your job, you can best do it.

3.) Political Neutrality
shall provide service to everyone without unfair discrimination and regardless of party affiliation or preference. It is a concept that promotes impartiality and objectivity in the exercise of your duties and responsibilities in the face of political bias and/or pressure.

You

are not supposed to favor any individual or group because of his/her political affiliation.

4.) Justness and Sincerity
shall remain true to the people at all times. It means to serve the people without discrimination. It means to be fair, honest and truthful.

5.) Responsiveness to the Public
shall extend prompt, courteous, and adequate service to the public
It means, Mamamayan muna, hindi mamaya na.

6.) Nationalism and Patriotism
shall at all times be loyal to the Republic and to the Filipino people. It is anchored on love for ones country. It compasses active awareness, appreciation and being proud of the Philippines.

7.) Commitment to Democracy
Democracy is both a form of government and a way of life. A government for the people by the people and of the people. Men are equal before the law in terms of rights, opportunity, dignity and honor.

8.) Simple Living
shall lead modest lives appropriate to their positions and income. Shall not indulge in extravagant or ostentatious display of wealth in any form.

1.) Dropping from the Rolls


a. Absence Without Leave (AWOL)
If absent for at least 30 days without approved leave, he shall be dropped from the rolls/separated from service without prior notice. He shall be informed of his separation not later than 5 days from its effectivity which shall be sent to the address appearing on his 201 files or to his last known address. If absent for less than 30 days: 1. Written return-to-work Order shall be served. 2. Failure to report within the period stated in the Order shall be valid ground to drop him from the rolls.

b. Unsatisfactory or Poor Performance

If given 2 consecutive unsatisfactory ratings, he may be dropped from the rolls after due notice.
If for one evaluation period, he is rated poor in performance, he may be dropped from the rolls after due notice.

1.) Dropping from the Rolls


c. Physically and Mentally Unfit
Absent for more than one year. Intermittently absent by reason of illness for at least 260 working days during 24 month period. Behaving abnormally for an extended period which manifests continuing mental disorder and incapacity to work. Mode of separation is non disciplinary in nature.

2.) Designation
An imposition of additional duties to be performed by a public official which is temporary and can be terminated anytime at the pleasure of the appointing authority (MC 40 s. 1998 as amended). Does not create an office. No security of tenure.

3.) Habitual Absenteeism


If he incurs unauthorized absences exceeding the allowable 2.5 days monthly leave credit under the leave law for at least three (3) months in a semester or at least three (3) consecutive months during the year.

4.) Habitual Tardiness and Loafing


Tardiness is defined simply as the failure to arrive at a time set; lack of punctuality or not arriving on time.

Could either be a grave offense or a light offense depending on the frequency of its commission and its effects to the general service. (Parungao, Edelwina CSC Res. 00-1397, June 13, 2000)
An employee shall be considered habitually tardy if he incurs tardiness regardless of the number of minutes, ten (10) times a month for at least two (2) months in a semester or at least two (2) consecutive months during the year.

5.) Insubordination
Utter disregard of express or implied directions of the employer and refusal to obey reasonable orders.

6.) Discourtesy in the Course of Official Duties


Discourtesy is defined as incivility, ill manners; rudeness of behavior of language; an impolite act.

Even without using rude or impolite language, a person may still be discourteous by the tone and manner the statements were made.

7.) Violation of Reasonable Rules and Regulations

Example:

Office dress code.

8.) Dishonesty
The concealment or distortion in a matter of fact relevant to ones office or connected with the performance of his duties. May be classified into: Serious dishonesty, Less serious dishonesty and Light dishonesty.
