Relations with USA
• Pre-1980s’
– 1963: First Ba’ath coup with the assisstance of the
USA- Abel Karim Kassem
– After Kassem’s death: a new non-Ba’ath
government
– 1968: USA helps the Ba’ath Party for the second
time to gain power
– Still, before 1980, no diplomatic relations with the
USA
Relations with USA II.
• The 1980s’
– Debated weather USA gave green light to the
attack on Iran
• Chemicals and biological weapons
– Until 1992, Iraq bought chemical weaponry from
the USA
– These were used in the war against Iran, caused
100 000 deaths, and many more sufferings to this
day in its aftermath
Relations with USA III.

• The neighboring affairs forces Iraq to rethink


its relationship with the USA
• Until 1984 the diplomatic relations are
reestablished between Iraq and the USA
Iraq War
• “Occupation of Iraq” or “Operation Iraqi
freedom” began in 19 March, 2003.
• UN sends weapon inspectors to find WMD
• USA sends the Iraq Survey Group to find post-
1991 nuclear, chemical or biological programs
• Claims about Saddam Hussein supporting Al-
Qaeda
Iraq War II.
• Reasons for invasion:
– The assumed WMD
– Suicide bombers
– Human rights abuses by the Iraqi government
– Spreading the democracy in the country
• Capture of Saddam Hussein
• Internal riots
• 100 000 civilians killed up till today
Iraq War III.

• Iraqi opinion
– 82-87% wants US troops to leave
– 47% supports the idea of attacking US troops
– 78% says that US troops are making more
problems
EU aid and interventions
• EU was separated
• States individually were more active than the
UN
• 2003 October: Madrid donor conference
– 33 billion dollars as a contribution to Iraq
• For 2004 EU estimated a 200 million euro aid
– With oil in exchange…
UN aid for Iraq
• Oil-for-food program from 1995 to 2003
• Works in 18 governorates
• 16 UN organizations present in Iraq
– Trying to aid 29 million people
• Projects lead in 8 different programs
• Expanded Humanitarian Response Fund
