TOOLS OF INVESTIGATION IN
GATHERING FACTS:
1. INFORMATION – data gathered from other persons including the
victim himself/herself and from record such as:
a. public records
b. private records
c. modus operandi file

2. INTERROGATION – the skillful questioning of witness and suspect.

3. INSTRUMENTATION – scientific examination of evidence;


application of instrument and methods of the physical science in
detecting crimes.

4. INTERVIEW – is the tactful questioning of a person who is not


willing to give information concerning the case under investigation.
Techniques employed in Investigation

1. Observation and Description – It implies a clean mental picture


of what is seen and it requires a seeing of detail, a study and
recognition that the whole picture is composed of any detail.

2. The Crime Scene – The clues that lead to the solutions of an


offense lie in the scene of the crime.

3. Source of information’s – Information is secured from two


primary sources recorded sources and persons.

4. Undercover work - Undercover work is one of the oldest type


of investigative procedures.

5. Surveillance – Is the process of keeping suspected person,


premises or vehicles under observation for the purpose of
learning as much as possible about the activities.

6. Interrogation – Interrogation is part of investigation, but not a
substitute to investigation.

7. Testimony – The investigation must check the testimony of


eyewitness to occurenses or objects of for accuracy.

8. Document Investigation – Any Document that may be


questioned during the course of investigation as to its origin,
signature, contents, etc. a question document may be confirmed
as genuine after careful examination.

9. Report Writing – The report of an investigator is the final job


for the investigator. The report is a picture of the activities and
finding during the entire investigation.

OBSERVATION AND DESCRIPTION
 In police work:

 Observation - means perception of details pertaining


to persons, objects, plans, and events through the use
of the five senses (Sight, Touch, Smell, Taste and
Hearing).

 Descriptions  - to convey to others his or her own


observations or the observations of witnesses as
reported to the investigator. Identification by a witness
or victim is the art of establishing the relationship of a
person, place, object, or event to an incident or offense
OBSERVATION TECHNIQUES
 As observation techniques are accomplished through the use of the five senses, sight and
hearing are relied upon most often. The senses of taste, smell, and touch may occasionally be
used advantageously.

 The investigator must be able to observe accurately to recognize infractions of the law,
persons, and objects of interest to law enforcement and crime prevention programs. Keen
observation is necessary to perceive investigative leads, to evaluate the validity of statements
by witnesses, and to make accurate reports. The ability to observe accurately is developed
through practice and experience.

 It is essential that, as the investigator, you be aware of influences that tend to impede or
otherwise affect observation. You need to be able to recognize and compensate for those
elements and factors that may detract from your ability or the ability of others to observe
accurately.

 Events or remarks that are meaningless when seen or overheard by the layman maybe of great
significance to the trained and experienced investigator. To assist in remembering
observations, you should make extensive use of photographs, sketches, notes, and other 
recording methods.
OBSERVATION TECNIQUES FOR
PERSONS
 Diligently observe individuals either to be able to describe them or to identify them from descriptions
made by others.

 Deliberate observation should proceed methodically through PORTRAIT PARLE as follows:

 First: General characteristics, such as sex, race, color of skin, height, build, weight, and age.

 Second: Specific characteristics, such as color of hair and eyes, shape of head and face, 
distinguishing marks and scars, mannerisms, and habits.

 Third: Changeable characteristics, such as clothing worn, use of cosmetics, hair styling, at time of
observation.

 When attempting to identify a person from a description, the pattern of observation maybe modified
or even reversed, particularly if the individual sought has some very noticeable personal
characteristic-for example, a man with a limp or a very tall woman.

 After first noting such a characteristic, further observation of general characteristics (such as height,
weight, and age) and additional specific characteristics may then complete the identification of the
individual as the person being sought.
OBSEVATION TECHNIQUES FOR
OBJECTS
 When observing physical objects for later description or to locate a
previously described object, follow a pattern proceeding from general
characteristics to specific characteristics.

The method of observation proceeds as follows:


1. General type of item, including size and color.
2. Specific distinguishing characteristics, such as a sun roof in
an automobile, or a portable-type radio or typewriter.
3. Make and model designation, when applicable.
4. Distinguishing marks indicating damage or alteration, such
as a broken headlight, a repainted fender, or a missing
handle, or scratch on a piece of luggage.
5. Identifying number(s), marking(s), or label(s), when
present.
OBSERVATION TECHNIQUES FOR
PLACES

 Detailed observation of specific places is usually


made to establish the exact scene of an incident or
crime, or to detect relevant evidence. The purpose
may be to relate to an incident or crime such
information as has been previously obtained from
witnesses as the result of their observation of
persons, objects, or events.

 The basic pattern of observation may vary,


depending on whether the place observed is in the
open or inside a building or structure.
OUTDOORS
 Most outdoor places observed either will contain or be relatively near natural or
manmade landmarks that may be used to pinpoint the general location. Frequently,
however, outdoor locales may not have well-defined boundaries or delimiting
terrain features, such as roads, fences, streams, buildings, or wood lines.
Consequently, you must develop the ability to mentally assign limits to the area to
be observed. Such limits should preclude both overextension and illogical limiting
of the area observed. A convenient procedure is to observe details such as the
following:

 1. General location and its proximity to such outstanding terrain features and
landmarks as roadways, railways, streams, or shorelines.

 2. Exact location in relation to specific fixed or semifixed features such as


buildings, bridges, telephone and powerline poles, and pathways.

 3. Outstanding objects or features within the scene.

 4. Details of the scene and details of items of particular interes


INDOORS
 The observation of indoor scenes is simplified by obvious and definite boundaries, such
as the walls of a room, the area of a hallway or basement, or the confines of an
apartment. On the other hand, indoor areas contain many specific objects, which can
complicate the task of complete observation. Because of this latter aspect, it is
particularly important in the case of indoor scenes that a methodical pattern of
observation be used. Normal procedure is to determine the following, in order:

 1. Location of the place to be observed including section of building in which located,


such as front or rear, floor level, and so forth. Relationship to building entrances and
distances to stairways, elevators, and so forth, should be noted.

 2. Room number or other designation.

 3. Details of immediate entrance(s) to the specific area of interest.

 4. Objects located within the area. Use a clockwise or other methodical progression of
observation from a designated initial point.

 5. Exact location in relation to other objects of specific interest.


OBSERVATION TECHNIQUES FOR
EVENTS
 In most instances, you are called to the scene after an incident has occurred or a crime has been committed, but seldom
observe the complete event as it is occurring. However, your observation of connected actions after the event may supply
major clues as to what has occurred.

 Such a small, but often very significant action or circumstance as an inappropriate remark a state of excitement, a sly
gesture or glance, an expression of unusual curiosity, or an unlikely profession of lack of knowledge may often provide the
trained observer with the necessary lead to develop an important aspect of an investigation.

 Similarly, significant information may often be deduced from such details as the way a fire burns, the presence of certain
fumes or odors, the pitch of a voice, or the warmth of a body. Such deduction may aid in the reconstruction of an event with
respect to its cause or origin and its progression.

 The ability to promptly recognize related collateral acts or conditions, and to interpret them correctly in the light of other
circumstances to develop information of the main event as it occurred, is an investigative skill you need to develop
carefully.

 Facts to be determined concerning an event are the time of occurrence, location, sequence of action, objects and persons
involved, and resultant factors.

 If present when the event occurs, you must be able to observe objectively, accurately, and rapidly all essential factors of
time, place, persons, objects, and actions involved, as well as the immediate results of the event. These factors are involved
in the essential questions of when, where, who, what, and why.

 The ability to accurately observe actions and events through using all five senses is a skill developed only through
concentrated training and practice. Complete and accurate observation
BASIC CRIME SCENE PRESERVATION
 ROLE OF THE SECURITY GUARD IN CRIME

KINDS OF SOURCES:

Informant – all person who give information


to the investigator without any
expectation of reward.
Informer - A person who gives information to
an investigator in return for a price or
reward.
TYPES OF INFORMANTS:
1. Voluntary Informant – those who knowingly
voluntarily give infornation.
2. Involuntary Informants – those who gives
information even though they do not
desire to know that they are doing so.
3. Confidential Informants –those who provide
information with the understanding
that their identity will not be revealed.
4. Special Informant – those who without con-
cealment, supply information. Such
information may however, be classified.
5. Anonymous Informants – those who finish infor-
mation but refuse to devulge their identity.

Body of a Letter:
1. Reference: Blotter Entry No. 14712 of IRF Entry No. 104402-201710-14712, PS 02 Cogon,
 Cagayan de Oro City.

2. On or about 09:30 AM of October 15, 22017, a carted baggage incident occurred inside at De Luxe
Hotel located at Capt. Vicente Roa Street, Barangay 38, Cagayan de Oro City wherein the victim was
Michelle S. Roma, 33 years of age, a resident of Mambajao, Camiguin and guest of said hotel, who
claimed as the owner of the said taken baggage worth Twelve Thousand and Five Hundred Pesos
(P12,500.00) in market value.
  

3. The incident happened when the victim who came from shopping and was followed by the
unidentified suspect up to the hotel left her shopped baggage at the corner of the Hotel when told
by the Security Guard namely Mouwen K. Quiachon, from ANKAA Security Agency Incorporated and
assigned at De Luxe Hotel to put it near the door. That the unidentified suspect, who was mistaken by
the Guard as companion of the victim, and by means of deception, had fetched a Taxi cab then goes
back inside the Hoteland commanded the Guard to assist him in putting all the baggage inside the
vehicle to include of the victim and after it was placed, exited to unknown direction.
  

4. That during the ensuing verification, it was found out that the Security Guard was blamed for the loss
of the items due to negligence.


Incident Scenario: (Example)
English Version:
Shooting incident occurred outside at TH Cagayan, Carmen Cagayan de Oro City at about 9:00 PM in the morning of July 4, 2019. Three
unidentified suspects runs towards Jazmin Extention, Carmen and were vanished. Victim was a Security Guard of ANKAA Security Agency
named Pedro Yagotyot and was shot while on duty at TH Cagayan.. The victim sustained multiple wounds on the different parts of his
body that causes his instant death. Recovered from the crime scene are empty shells of cal. 45 pistol and cal. 38 revolver. Motive of
killing is unknown.

1. On or about 9:00 AM of July 4, 2019, a shooting incident occurred outside Th Cagayan, Carmen Cagayan de Oro City wherein three (3)
unidentified suspects and a Security Guard Pedro Yagotyot of ANKAA SECURITY AGENCY involved.

2. Accordingly, the unidentified suspects shot the victim named Pedro Yagotyot a detailed Security Guard of ANKAA Security Agency outside
TH Cagayan who sustained multiple gunshot wounds on the different parts of his body that causes his instant death. Perpetrators runs toward
Jazmin Extension as there route of withdrawal and vanished. Recovered from the crime scene are empty shell of cal .45 and cal .38. Motive of
the killing is unknown.

 INCIDENT SCENARIO:
Hold-up/Robbery incident happened at Chams convenient
store located in Patag, Cagayan de Oro City at 12:00 noon of July
10, 2019. Two (2) unidentified suspects rush to get inside and
declare Hold-up to the crew and divested their cash worth P200,
000.00 and carted some store products with market value of
P30,000.00. The suspects goes out and rode on their service car
Toyota vios color white without plate number and run through
the highway exited to Barangay Bulua, Cagayan de Oro City.”

If you are the guard of that store who are schedule on duty 2:00
PM to 10 PM and was informed on the detail of the incident as
stated above, make a written report of the incident by using the
memorandum template address to your immediate supervisor.
