RULES & REGULATIONS FOR
MOVEMENT ON APRON

Operation of A Vehicle And/or


Equipment
• Follow any sign erected or displayed, Always keep to left
• Park other than as authorized, normally be parked in the equipment parking area
• Influence of alcohol liquor or drugs
• Serviceable in all respect ,particularly oil leakage .CAA will stop operation of such
defective vehicle
• Awaiting arrival of A/C may be parked by the side of the parking bay keeping
clear of vehicular track, only approach the aircraft when permitted by the ground
engineer of the airline / operator
• Vehicles/equipment not in use immediately be removed to its assigned parking
place
• The height of the PBB, LVP (5Km/Hr- 10Km/Hr)

• No speed higher than 25/30 Km/hour, 5km around the safety circle of A/C
• Tug / Towing vehicles / FMC / Catering vans operated at a minimum speed
• Overtaking other vehicles, U-Turns, Reverse Gears unless necessary or

A/c clear

• Don’t make “U” turns on the vehicular track, except at designated

areas, not more than 3 trollies

• Don’t drive outside the vehicular track marked for the purpose, Valid

ADP +AVP

• Stop vehicle immediately on observing an A/c taxiing/towing ,if

vehicle is creating obstruction for A/C, then clear the area

• Obstruction lights (night marking) of the vehicles “ON”

• Signals/communication from Control Tower, comply with instructions

immediately, First seek Clearance for Rwy & Twy


• Operations at Night: Remain extra vigilant, adhere to safety distances in

the vicinity of parked aircraft (5 meters from the wing tip of the aircraft,

15 meters clear of aircraft which are being refueled

• Not endanger safety of aircraft under any circumstance

• Report to Control Tower / Airside office of CAA in case of any accident /

incident or any hazardous situation before incident, any suspicious

activity

• Don’t leave vehicle unattended in operational areas

• Never position the vehicle behind the A/C has started his engines, never

position vehicle inside the area marked with safety cones except the

designated vehicles required for particular operation


PARKING OF VEHICLES AND GROUND HANDLING
EQUIPMENT
• Kept in hangars or areas marked for the purpose, except when required for use

• Shall be removed immediately after A/c has departed, No equipment left unattended

• Equipment shall be brought around aircraft parking stands 30 minutes before ETA

• All equipment/vehicles brought on apron while waiting for flights, be parked on area

marked for the purpose by the side of the vehicular track, No equipment/vehicles shall

move towards the A/c until it has come to a complete stop

• Unserviceable equipment shall not be kept at the airside, responsibility of owner to

remove all unserviceable equipment at the earliest (failure may lead to impounding of

the unserviceable equipment at owner’s own risk and cost)

• Cleanliness of equipment parking areas shall be responsibility of operators


VEHICULAR OPERATION NEAR THE AIRCRAFT

• Slow down vehicle while approaching A/c

• Don’t approach A/c when engine is running and/or anti collision


lights on

• Don’t stop the vehicle under the wing, tail or fuselage of A/c &
don’t drive in reverse towards A/c, except for serving the aircraft

• When a forklift is required to transfer load within 15 meters of an


aircraft, a suitable trained staff is required to assist the forklift
operator until the equipment is well clear of the aircraft

• Proper marshalling mandatory when a vehicle engaged with the A/c


TOWING OF AIRCRAFT
• Towing of A/c on apron, subject to permission from Control tower, all towing operations be

monitored & controlled to prevent mishaps

• The pilot and engineers of the aircraft being towed will maintain a listening watch

• Airline / ground handling agents will be responsible for any mishap due to towing operation

• NOTE: “Towing operation shall be conducted in accordance with the SOP of the concerned

airline / operator or ATS SOP”

TOWING OF VEHICLES

• Not more than four containers/trolleys or more than three pallets/dollies at one time

• No vehicle be towed by another vehicle on the movement area unless a suitable tow-bar is

used
SAFETY DISTANCES FROM A
• STATIONARY / PARKED
Safe distance; at least 5 meters AIRCRAFT
be maintained from the wing tip of a

stationary A/c

• Keep clear of A/c engines and do not pass within 8 meters from the air-

intake or within 80 meters from rear of a running jet engine

• Vehicles not directly involved in the handling of A/c; maintain a distance of

at least 15 meters from a parked aircraft

• Never start the engine of a vehicle within 15 meters of an aircraft being re-

fueled

• When an aircraft is being re-fueled, a safety zone of 2.5 meters radius is

maintained
MARKING OF VEHICLES AND EQUIPMENT
DAY MARKINGS
• All equipment be painted Aviation Yellow
• All the vehicles be painted with a single conspicuous color, which shall be aviation
yellow for service vehicle and red for emergency vehicles, company’s color and marking
• The operational vehicles including Rescue-Van of the CAA required to operate on the
movement or maneuvering area shall be painted in checkered pattern in Orange and
White color
• Nobody will operate on maneuvering area without the permission of Aerodrome
controller
• All vehicles / equipment along with company logo shall remain properly painted (Not
Faded), failing which penalty shall be imposed as per apron rules
NIGHT MARKINGS

• All power driven vehicles be provided with flashing yellow

light on top of the roof for marking the obstruction, The

obstruction light shall be visible from all sides

• During the hours of darkness or LVO in progress, no vehicle

shall be allowed to operate on the apron without prescribed

night marking
FIRE PREVENTION
• Combustible liquids shall not be stored in the vehicle or in the offices at the

airport. The items may be stored in such places if the necessary precautionary

measures as per standards have been taken

• No person shall keep any oiled waste, waste oil, cleaning rags or substances liable

to suffer spontaneous combustion or which are otherwise inflammable on or near

to aircraft on the ground, near any fueling unit, hanger or workshop, or building or

installation in which any inflammable material is stored

• Provide on those premises, and maintain in good working order, fire fighting

appliances and equipment & have available on the premises sufficient personnel

trained for the use of such appliances and equipment

• Storage of Gas and construction of filling Pit would not be authorized in vulnerable

areas
LUGGAGE TRANSPORTATION
• Ensure that luggage loaded on trolleys / trucks / pallets properly stowed &

securely fastened to avoid any kind of damage during transportation

• Their drivers/officials will ensure that that the trolleys are properly hooked

& locked, Ensure that cargo trucks are not over loaded

• Ensure the rubber of wheels of trolley are not worn out / damaged, In

case of worn out rubber, trolleys shall be removed from operation.

• Maximum 03 luggage loaded trolleys/pallets will be allowed to tow by a

tractor used for baggage services at apron

• Maximum 04 empty baggage trolleys/pallets will be allowed to tow by a

tractor used for baggage services at apron


DUTY HOURS
• Period of duty of all officials deployed on aircraft handling / apron driving should
not extend beyond human limitations (as specified by the regulators) as it may
endanger safety of aircraft & its occupants, installations and property
• Extended period of apron driving duty during day in general & during night in
particular will be highly hazardous. Therefore, the operators’ / handling agents
should avoid extension of duty period

ACCIDENTS
• In the event of an accident on the movement area, the person(s) involved shall
inform Control Tower / Duty AMO / MAS immediately
• The vehicle / Equipment involved in an accident shall not be removed unless
permitted by Control Tower / AMO / MAS; evidences will be preserved by the
Airside Management
SECURITY
• Responsibility of the airline operators, handling agents that the premises, maintenance

hangers, and other areas allotted to them shall not provide any access to the airport

restricted areas except the authorized entry points

• Their vehicles and equipment shall not provide means/access to unauthorized persons

to the airport-restricted areas or bring any items dangerous to flight safety, buildings

and installations into the airport-restricted areas

• Their officials shall not bring in any explosives, arms and contraband items in the

airport-restricted areas unless lawfully authorized

• Ensure that the catering vans are fully secured at all times, prohibited from distributing

food items etc. during their operations en- route to/from A/c

• All officials display their valid Airport Entry Passes


APRON DRIVING PERMITS
• All personnel deployed on driving duties on the movement area shall possess ADP; holding valid

driving license, issued from Govt. authorities

• Each ADP valid up to 31st December or until the validity of driving license whichever is earlier,

thereafter shall be renewed before expiry

• The concerned agencies shall ensure that applications for the renewal of ADP’s shall be submitted

at least 30 days in advance, before expiry date of ADP

• In case of new ADP, OJT certificate from concerned Airline / Operator / GHAs, is required

• An applicant shall undergo an oral and practical examination (for new drivers) in respect of the

procedures and rules applicable and obtain a certificate from MAS/AMO

• Always be carried by the person while driving at the Apron and shall be produced on demand

• If lost/stolen, duplicate ADP issued upon the provision of evidence (FIR etc.) along with an

application from the operator, fee deposit


RESTRICTIONS ON ADP / AVP
• Application for AVP and ADP if incomplete in any respect shall be rejected
• A separate vehicle/driving permit shall be obtained for each vehicle/driver/ official
• The permits shall be non-transferable and non-refundable
• If ADP/AVP is not renewed by the stipulated/notified date, the procedure as a new ADP/AVP will be
applied
After completion of learning period, Airline Operators / Handling agents / Other agencies shall render a
certificate that:
• The official (new entrant) has completed on the job training on the relevant vehicles successfully, fully
conversant with the relevant SOPs and ramp safety measures, and is fit to drive the type of vehicles for
which he employed
Airline Operators / Handling agents and all other agencies shall ensure that the officials deployed on apron
driving duties are: -
• Physically fit & Medically fit
• Eye sight with or without glasses is 6/6, and the same has been verified by Eyes Specialist and Physician
(Certificate to the individual shall be enclosed with the ADP application)
TEMPORARY ENTRY PERMITS FOR VEHICLES
• Vehicles; to deliver equipment or for any other approved purpose may apply in writing
Requirements / conditions of entry for such vehicle(s) are:
• Vehicle is accompanied with the holder of ADP who shall assist the driver of such
vehicle(s), Display a checkered flag at its highest point, Maintain a safe distance of 15
meters from any refueling points aircraft fuel tank vents, Remove any debris from the
airside after completion of work, Repair cost for any damage caused to CAA property
plus 15% of total repair cost as administrative charges will be paid by the concerned
• The Temporary Permit issued by this office is displayed prominently on each vehicle
for inspection of authorized officer/official.
• Vehicle with Temporary Permit shall not be used as an escort vehicle
• Clearance to be obtained from ATC Tower
APRON VEHICLE PERMITS
• Mandatory for all vehicles to be deployed on the apron, valid till 31 st December & renewal by 30th
November
• Spark plugs, generators etc. are properly bonded so that they do not interfere with “Radio
Equipment”, battery suitably covered
• All cables / wires fastened by means of screwed connections, earthling lead provided
• The fuel system of the vehicles including the fuel tanks, fuel pipes, filters, carburetors, etc. shall be
free of leakage, no CNG vehicles allowed on apron
• The vehicle shall be equipped with a fire extinguisher (1Kg DCP or CO2) securely mounted on
suitable brackets affixed to an easily accessible position, vehicle provided with day and night
markings
• The persons accommodated on the vehicles as per the seating capacity. AVP displayed prominently
• The vehicle shall always be kept free from all mechanical, electrical and other defects, which may
hinder its safe operation
• Apron vehicle permits shall be issued for only those vehicles, which are essentially required for
aircraft operations, minimum traffic
PEDESTRIAN MOVEMENT ON THE APRON
• No person shall cross A/c taxi-lanes, taxiways & runways unless otherwise

authorized

• No person shall walk through aircraft movement areas

• Aircraft operators, handling agents and other agencies shall ensure that no official

enters A/c movement areas except those involved in the aircraft pushback/start up

• All persons working on Airside, will use PPEs (where applicable), shall wear

uniform, fluorescent jackets and safety gears

• In case of the LVP, movement of pedestrian would be kept minimum, only those

persons will be allowed who are deemed necessary


SMOKING
• Strict No, don’t generate a naked flame in any restricted area
• All airport-restricted areas including lounges, Runways, Taxiways, Apron,
Aircraft parking stands, vehicular track, equipment areas, baggage areas,
maintenance / cargo hangars, aircraft hangars, passenger buses /
coaches / vehicles, passenger lounges excluding smoking areas

USE OF ALCOHOL LIQUOR OR DRUGS


• Persons deployed on apron, baggage areas, equipment areas, workshops
and hangers shall not be under the influence of alcohol liquor or drugs,
prohibited
USE OF BETEL LEAF (PAN/GUTKKA) & SPITTING
• Prohibited
DUMPING OF RUBBISH
• No person shall dispose off garbage or deposit refuse or any other object on the apron,
baggage areas, vehicular tracks, aircraft hangers, cargo terminals, parking areas, & equipment
areas etc, except by placing it in the receptacle (FOD bins)or abandon any property or other
thing/item

RESTRICTION OF PHOTOGRAPHY
• No person shall take any kind of photograph or make a cinematograph film, or operate a
video recording camera at the airport-restricted areas
DISORDERLY CONDUCT
• No person shall commit any nuisance or any disorderly act at the airport

PROVISION OF FIRST AID KITS


• All tenants or lessees of hangers, workshops, or other premises utilized for commercial
purposes at the airport shall provide first aid kits at conveniently accessible place
