 Guidelines in the Conduct of FTP
Based on Sec 19 of RA 8551, all uniformed members of the PNP
shall undergo a Field Training Program (FTP) for twelve (12)
months:

1st Phase:
PSBRC/PSOBC - 6-month basic training program primarily
handled by PNPTI and NPC, respectively; and

2nd Phase:
Field Training Exercise (FTX) - 6-month training program that
involves actual experience in patrol, traffic, and investigation works.

 Guidelines in the Conduct of FTP
During the FTX, NAPNCOs shall be deployed to police stations in
cities, capital towns and Class A or B municipalities. It shall be
undertaken in the following phases:
• Patrol Phase (85 days)
• Traffic Phase (60 days)
• Investigation Phase (30 days)

PTs of NSUs are not exempted from the FTX/OJT. They shall be
detailed to RSTUs to undergo FTX/OJT and shall be rated by FTOs.

 Guidelines in the Conduct of FTP
There shall be a Field Training Officer (FTO) for each
NAPCOs/NAPNCOs (ideal ratio of 1:8), for each phases of FTX, who
shall act as a coach, instructor, supervisor, documenter, and
evaluator. The ratio maybe adjusted as determined by the Oversight
Committee (RFSB)

FTOs are given the opportunity to enhance their mentorship and

leadership skills while leaving a positive legacy and providing their
commendable share for the PNP organization. The program shall
promote professional growth, inspire personal motivation, and

During Patrol Phase, NAPNCOs under their respective FTOs shall
engage in beat patrol operations for a period of two (2) months.
Working On-the-Job for eight (8) hours a day and for five (5)
days a week, each NAPNCOs should log a total of 320 manhours
doing patrol operations. NAPNCOs should not conduct patrol
operations with the live supervision of their FTO.

“The funding requirement of FTODP shall include the Instructor’s

Duty Pay (IDP) for FTOs and FTCs as allowed by existing policies or
regulations. The said IDP for FTOs and FTCs shall apply only while
they are training PTs/NAPNCOs. Likewise, the Directorate for
Comptrollership (DC) shall allocate per capita for the additional
MOOE of police stations used as venue during the duration of the
FTX/OJT. Additional MOOE shall also be provided to PNPTS being
the unit in charge of the implementation of the FTODP.”

 DOs and DON’Ts
• Active Observers and Passive Performers

• Saturdays and Sundays shall be utilized for their physical, moral, and
spiritual enhancement activities like physical fitness, squad weekly
interactive meeting, life coaching, drills and ceremonies, PICE and other
activities which promote good deeds, financial literacy, and core values of
the PNP and if be allowed to go home, should likewise apply for passes.

 DOs and DON’Ts
• NAPNCOs are prohibited to drive two-wheeled vehicle or motorcycle or be a back ride
unless it’s part of their official training activities

• NAPNCOs shall not unlawfully use PNP uniforms at any time, especially in social media
like “TIKTOK” and other related applications

• Loans and/or automatic salary deduction of whatever nature is strictly prohibited

• NAPNCOs shall not engage in any illegal gambling such as those done in casinos, e-sabong
and other related game/gambling applications in mobile phones and other illegal
activities

• While on FTP, NAPCOs/NAPNCOs are not allowed to undergo specialized training
