QUORUM

WHAT IS A QUORUM?
 
It is the number of members required by
the rules of an organization to be present at
a meeting for the valid transaction of
business.

 
How to compute for a quorum:
 
Total membership minus delinquent members
= members in good standing
Members in good standing minus
members abroad/ incapacitated = basis
Basis for computing quorum divided by
two plus one = QUORUM REQUIRED
 
EXAMPLE
 
100 (total members)
-5 (delinquent members)

95 (MEMBERS IN GOOD STANDING)


-4 (on study leave/absent/ with
___personal interest/incapacitated)

91 /2 = 45.5
45.5 + 1 = 46.5
QUORUM: 47 members
 
ACTIVITY
•  The Public Administration Students’ Club (PASC) is a school-
based organization with a total membership of 500 persons.
Based on the records of the organization, there are 20
members who are officially declared as delinquent due to
their non-participation in at least five meetings.
• a. What is the quorum required in meetings of members of
the organization?
• b. Can a quorum be declared existing if there were 230
members present in a special meeting of the organization?
 
 
ASSEMBLIES
FIVE TYPES OF ASSEMBLIES
 
• 1. Mass Meeting
-informal; not organized; spontaneous
-no membership; open to all interested individuals
-no sanctions (e.g. rally)
 
• 2. Organized Local Assembly
- formal; with notice of meeting; not spontaneous
- with fixed membership
- with sanctions for non-performance of functions, non-
attendance to meetings, and non-payment of monthly dues
e.g. clubs or associations
 
 
• 3. Convention
- delegates are not members; they a larger group
- long period (weeks or months)
 
• 4. Legislative Body/Assembly
- public law-making
- members are called “representatives”
- concerned with national issues
 
• 5. Board
- “board of trustees”, board of regents”
- a select group individuals (elected/appointed) with highly specialized
administrative functions and sometimes perform quasi-judicial functions
- Recommendation of the board is what the President of every
organization must obey

organization for any length of time unbroken
deliberation except for recess

• Session - a single meeting or a series of


meetings where members adjourn without
specifying as to when it shall meet again

• Special - called from time to time

• Adjourned - continuation of original meeting;
