Principles for Working at Height

Fall Elimination (First Line of Defense)


• Avoid working at height where practical
• Use procedural methods or changes to the facility

Fall Prevention (Second Line of Defense)


• Use safe means of climbing/accessing elevated work areas
• Use approved permanent/temporary platforms (e.g. Scaffolds)
• Use approved lifts (e.g. Mobile Elevated Work Platforms)

Fall Protection (Third and Last Resort)


• Use PPE/nets/fall arrest devices to minimize the distance/consequences of a fall
• Site must have arrangements in place to ensure that it has the capability to rescue people
from heights

Examples Requiring Detailed Risk Assessment
• Working on fragile roofs
• Working on top of tanks/road vehicles when fixed access platforms are not available
• Tasks involving the use of cranes
• Tasks involving special access equipment (e.g., as used for window cleaning)
• Working at height in locations where there are overhead services, power lines, etc.
• Situations where weather or releases may affect those working at height
• Working above water or process equipment that contains hazardous materials
• Working where traffic or pedestrian movements may affect those performing the task
• Tasks where special access equipment is used inside a building

Control of Equipment
• Any mobile or portable equipment used to minimize risks when working at height must be inspected
and maintained
• Records of inspections must be retained for the life of the equipment
• Written management approval must be provided for continued use of equipment beyond the
inspection due date
• Contractors using their own equipment must meet the minimum inspection and maintenance
requirements as those used for Huntsman-owned equipment
• Equipment must include a visible identification tag showing its inspection status
• Scaffolds must be inspected by a responsible person at least weekly

• Initial and refresher per EHS Training, EHS-2113

• Hazards involved in working at height and on fragile roofs
• The controls needed to minimize risk during working at height
• Permitting requirements
• Dealing with emergencies during work at height
• Inspection of equipment
• Contractors performing work at height must be given formal awareness training on EHS-2306

Task Audits
• Task Audits check a particular task in progress typically covered by a work permit
• Performed frequently (e.g. several times a month) to check:
 That the permit is acceptable;
 That those doing the task are working safely, and
 That the work area conditions are acceptable.
• Performed by auditors independent of the task
• Auditors have the authority to stop work

A Task Audit is not the same as a Self-Audit!
