I. FREE
Roll-Out of Barangay Drug Clearing Program
(BDCP)
Cascading, dissemination, and propagation of information
on the BDCP by the Regional Offices.

II. Reactivation, Strengthening, and Revitalization
of Barangay Anti-Drug Abuse Councils
All Regional Offices, through their respective RBDCP Teams, shall
exhaust all available measures to strengthen and revitalize Barangay Anti-
Drug Abuse Councils through compliance with Board No. 4 series of
2021, Department of the Interior and Local Government Memorandum
Circular No. 2015-063 and ADACs Performance Audit.
A. BADAC Reactivation Resolution;
B. BADAC Revitalization Resolution;
C. Monitoring Mechanisms;
D. Existence of Drug Awareness, Preventive Education and Information and other Related
Programs;
E. Resolution on the Existence or Establishment of Barangay Rehabilitation Referral Desk;
F. Oath of Office of BADAC Members; and
G. Annual Investment Plan.

III. FREE
Validation of Reports on Absence of PWUDs,
pushers, drug den maintainers, coddlers,
protectors, financiers, cultivators, manufacturers
and others, Activities, and Facilities
Chairperson shall submit a report to the Chief of Police of its City or
Municipality and to the Provincial/District Office of PDEA indicating
and certifying that the Barangay has met the following criteria:
A. Absence of PWUDs, pushers, drug den maintainers, coddlers, protectors,
financiers, cultivators, manufacturers and others;
B. Absence of any illegal drug activity; and
C. Absence of any illegal drug facilities (i.e. drug den, dive, or resort, cultivation
site, clandestine laboratory, and chemical warehouse).

Local PNP and PO/DO PDEA shall conduct separate
validation/verification.

b. If the result of validation is negative the RIO, PDEA shall issue a
Certification for Absence of PWUDs, pushers, drug den maintainers,
coddlers, protectors, financiers, cultivators, manufacturers and others,
and no existence of drug dens, plant sources plantations, clandestine
drug laboratories, facilities and structures related to storage or production
of illegal drugs and shall be valid for six (6) months from date of issuance.
New Provision
RIO, PDEA shall seek Certificate of No Presence of Active Drug
Personalities from IIS.

IV. Implementation OfDemand Reduction Program/
Activities
These are various demand reduction
activities that are evidently conducted in the
Barangay:
A. Trainor’s Training on Preventive Education for
BADAC Committees on Advocacy;
B. Drug-Free Workplace Program;
C. School-Based Drug Prevention/Advocacy Program;
D. Operation of Special Drug Education Centers (SDEC)
for Out-of-School Youth (OSY); RA 9165, DDB Board
Regulation 1, series 2003; and
E. Participation of Family, Student, Teachers and School
Authorities in the Enforcement of RA 9165 (Article IV).

Note: All validation report shall attest the following:

cultivators, manufacturers and others;
b) Absence of any illegal drug activities; and
c) Absence of any illegal drug facilities (drug den, marijuana cultivation site, clandestine laboratory and chemical
warehouses).

After Activity Reports with pictures and captions of the implementation of various anti-illegal drug
advocacy campaign activities conducted for the Barangay.

VI. Confirmation of Unaffected Barangay asDrug-
Free Status
The ROCBDC shall convene for the purpose of vetting,
examination, evaluation, and validation of the application.

Note:
Unaffected Barangay
Applicant is not required
to attend the ROCBDC
Deliberation.

VII. FREEReportorial Requirements
The ARD of ROs shall ensure that the following are complied with:
A. RTL shall submit an After Activity Report, with pertinent documents and
photographs appended thereto, addressed to the Chief-of-Staff of the
Office of the Director General thru the official e-mail address of PDEA
BDCP Working Group for Monitoring and Validation (PB-WMV) at
pbwmv@pdea.gov.ph; and
B. RIO shall submit to the Intelligence and Investigation Service every
10th of the month a Monthly BDCP Accomplishment Report (MBAR)
with the BDCP Monitoring Matrix thru its e-mail address at
iis.rad@pdea.gov.ph, copy furnished bdcp.stats@gmail.com.
