the teaching of both languages and their use as medium of instruction
at all levels. The regional languages shall be used as auxiliary languages

(though not specifying any particular languages)
The goals of the Bilingual Education Policy shall be:
Enhanced learning through two languages to achieve quality education as
called for by the 1987 Constitution;
the propagation of Filipino as a language of literacy;
the development of Filipino as a linguistic symbol of national unity and
identity;
the cultivation and elaboration of Filipino as a language of scholarly
discourse that is to say, its continuing intellectualization; and
the maintenance of English as an international language for the Philippines
and as a non-exclusive language of science and technology.
Bilingual education helps students effectively connect with people of
different cultures and backgrounds, increasing their ability to
empathize with others and promoting emotional intelligence
Being bilingual (and multicultural) better equips individuals with not
only language skills but also important social skills needed to work with
others from varying cultures and backgrounds. Such skills include the
ability to be more perceptive of others, to be more empathetic and to
communicate more effectively.
Enables English language learners to become competent in listening,
speaking, reading, and writing in the English language through the
development of literacy and academic skills in the primary language
and English.
