Framework for Action
• The importance of promoting disaster risk reduction efforts on international, national and local levels
has been recognized in the UN-World Conference on Disaster Reduction (WCDR).
• The vision, mission and objective of the National Plan will be developed in harmony with the Hyogo
Framework for Action (HFA) 2005-2015, which was agreed by all nations in January 2005 during the
WCDR. The HFA envisages the following five priorities for action 2005-2015.
• Ensure that disaster risk reduction is a national and a local priority with a strong institutional basis for
implementation.
• Identify, assess and monitor disaster risks and enhance early warning.
• Use knowledge, innovation and education to build a culture of safety and resilience at all levels.
• Reduce the underlying risk factors.
• Strengthen disaster preparedness for effective response at all levels. The National Disaster Management
Plan in Pakistan follows these priority areas for action as an overall framework for national disaster
management.
