INTRODUCTION

• The National Disaster Management Authority ( ‫ندوبستیمختار‬+++‫فاتب‬+‫ومیآ‬++‫ق‬, as NDMA),


is an autonomous and constitutionally established federal authority mandated to
deal with the whole spectrum of disasters and their management in the country.
WORKING NDMA:
This will be achieved through a culture of prevention, mitigation and preparedness
to generate a prompt and efficient response at the time of disasters.
ABOUT & VISION NDMA:

The Government of PAKISTAN in recognition of the importance of Disaster


Management as a national priority, set up a High-Powered Committee (HPC) in
October 2005 and also a national committee after the Azad Kashmir Earthquake, for
making recommendations on the preparation of Disaster Management plans and
suggestion effective mitigation mechanisms.
On 23 December 2005, the Government of Pakistan enacted the Disaster
Management Act, which is envisaged the creation of the National Disaster
Management Authority (NDMA).

Framework for Action
• The importance of promoting disaster risk reduction efforts on international, national and local levels
has been recognized in the UN-World Conference on Disaster Reduction (WCDR).
• The vision, mission and objective of the National Plan will be developed in harmony with the Hyogo
Framework for Action (HFA) 2005-2015, which was agreed by all nations in January 2005 during the
WCDR. The HFA envisages the following five priorities for action 2005-2015.
• Ensure that disaster risk reduction is a national and a local priority with a strong institutional basis for
implementation.
• Identify, assess and monitor disaster risks and enhance early warning.
• Use knowledge, innovation and education to build a culture of safety and resilience at all levels.
• Reduce the underlying risk factors.
• Strengthen disaster preparedness for effective response at all levels. The National Disaster Management
Plan in Pakistan follows these priority areas for action as an overall framework for national disaster
management.

 State Disaster Response Fund

 Disaster Response Reserve

 Capacity Building Grant

 Environment Relief Fund

 Immediate Relief as per the Schedule of PLI Act 1991National Cyclone Risk

Mitigation
Institutional frame work

• A permanent and institutionalized set up began in the decade of


2010s with set up of a Disaster Management Cell under Ministry
of Agriculture, following the declaration of decade of 2010s as
the " International Decade for Natural Disaster Reduction
(IDNDR) by United Nation". Disaster Management Division has
been shifted under Ministry of Home affairs in 2002 and a
hierarchical structure for disaster management evolved in
Pakistan.

Functions and Responsibilities
Under the Act, Council must:

• establish a local disaster management group


• develop and approve a local disaster management
plan
• be capable of responding if an event occurs
• develop a thorough approach to disaster
management - Prevention / Preparation / Response
and Recovery
• lead and enable local recovery.
Functions and Responsibilities
Organizational Set up
The State Government management of such disasters through following institutions
/organizations.
• The State Disaster Management Authority headed by the Hon'ble Chief Minster shall be the
Governing Council.
• Revenue Administration Disaster Management and Mitigation Department headed by the State
Relief Commissioner
• District administration headed by the Collector
• Sub Divisional Officers (RDOs) assisted by the taluk Tahsildars and other revenue officials.
• Local bodies like Corporations, Municipalities, Panchayat Unions, etc.
• Non-Governmental Organizations.
• Public Sector/Private Sector
• Community.
National Disaster Management Plan (NDMP)
• It was released in 2016 it is the first ever national plan prepared in the country for disaster

management.

• With National Disaster Management Plan (2016) Pakistan has aligned its National plan with the

Framework for Disaster Risk Reduction 2015-2030.


Objective of plan is:
• To make the disaster achieve substantial disaster risk reduction.

• To significantly decrease the losses of life, livelihoods, and assets in terms of economic, physical,

social, cultural, and environmental.

• To maximize the ability to cope with disasters at all levels of administration as well as among

communities.
Objective of NDMA
• To develop resilience in society against disasters that Pakistan has experienced in

the past, such as the 2005 Earthquake, floods of 2010 and 2011.

• To mitigate damages from recurring disasters such as floods, urban flooding,

earthquakes, tsunamis, droughts, landslides, sediment disasters, avalanches,

GLOFs, cyclones with storm surges, etc.

• To reduce disaster risks and vulnerabilities, particularly those of the poor and the

marginalized groups of people in the country.

• To clarify the roles and responsibilities of the national and local governments,

public agencies, corporations, NGOs, communities


Disaster Risk Management Approach

• According to the National Disaster Management Act 2010, the following measures would be

included in the National Plan.

• Measures to be taken for the prevention of disasters and/or the mitigation of their effects. The Project

for National Disaster Management Plan in the Islamic Republic of Pakistan

• Measures to be taken for the integration of mitigation measures in the development plans.

• Measures to be taken for preparedness and capacity building to effectively respond to any threatening

disaster situation or disaster.

• Roles and responsibilities of different ministries or divisions of the federal government in respect to

measures specified in the clauses above.
