• CP was introduced as a practice in the
Philippines, in early 2002, with the support of
UNHCR. Three CP manuals were produced.

• On 2014 to 2016, the NDRRMC thru the
OCD, DSWD, DILG and National Security
Council, with technical support from the UN
ESCAP, jointly developed the new CP
Guidebook.
