GENERAL RULES

1. Every speaker are allowed to speak for maximum time of 7 minutes


2. Motions are given 15 minutes before the round starts.
3. No electronic devices are allowed during case building, including
calculator and dictionary.
4. 1st and last minute are protected time. No POI’s should be given at this
time.
5. When giving POI, members should stand up and raise a hand. You are
only allowed to give POI when the speaker allow you to speak.
6. The POI can last no more than fifteen seconds and may take the form
of a question, a statement, or an argument.
7. To request a POI, a debater rises and politely says something like “POI
please” or “on that point please”
– The debater giving the speech has the authority to accept or to

refuse the request for a POI.

– Debaters should accept a minimum of two POI’s during their speech.

– Accepting more than one or two points is not advisable because to

do so may have the effect of disrupting the speech.

– To refuse a POI, the debater may say something like “No thank you”

or “not at this time,” or may simply use a hand gesture to indicate

the person should take return to their seat.

1. Refutes the case of the 1st opposition
2. Rebuilds the case of the 1st proposition
3. May add new arguments to the case of the 1st proposition
Opening Opposition

1. Leader of Opposition
1. Accepts the definition of the motion
2. Refutes the case of the 1st proposition
3. Constructs one or more arguments against the Prime Minister’s
interpretation of the motion.

2. Deputy Leader of Oppostion


1. Continues refutation of case of 1st proposition
2. Rebuilds arguments of the 1st opposition
3. May add new arguments to the case of the 1st opposition
Closing Government

1. Member of Government
1. Defends the general direction and case of the 1st proposition
2. Continues refutation of 1st opposition team
3. Develops a new argument that is different from but consistent with
the case of the 1st proposition (sometimes called an extension).

2. Government Whip
1. Summarizes the entire debate from the point of view of the
proposition, defending the general view point of both proposition
teams with a special eye toward the case of the 2nd proposition
2. Does not provide new arguments.
Closing Opposition

1. Member of Opposition
1. Defends the general direction taken by the 1st opposition.
2. Continues general refutation of 1st proposition case
3. Provides more specific refutation of 2nd opposition
4. Provides new opposition arguments

2. Oppostion Whip
1. Summarizes the entire debate from the point of view of the
opposition, defending the general view point of both opposition
teams with a special eye toward the case of the 2nd opposition
2. Does not provide new arguments.
