Inclusive economy
• The goal of inclusive economy is to prevent
social exclusion.
• Inclusive economy means creating more
sustainable and inclusive societies that aim at
including all members of society in the growth
process itself.

• Power is constrained by those who exercise it.

• Those controlling political power cannot easily


use it to set up extractive economic institutions
for their own benefit.
Federal Government
• The power of the government is divided between
national government and different local government

• Both the national government and the smaller political


subdivisions have the power to make laws and both
have a certain level of autonomy from each other.

• The people in a federal system are more interested to


participate in public affairs.

• The national government is relieved of the burdens


and congestion in attending to various local problems.
Republican
Government
• Citizens act for their own benefit rather than for the
benefit of a ruler or king. A republican government is one
in which the political authority comes from the people.

• The representatives are responsible for helping all the


people in the country, not just a few people.

• The stability of government rests with the people and is


dependent on civic involvement.
• Similar to a representative democracy except it has a
written constitution of basic rights that protect the
minority from being completely unrepresented or abused
by the majority.
Federal Republic
Power of central government is limited and concerns only the foreign policy,
national defense, and a few economic policy as each local governments have their own
legislative power.
The political authority comes from the people as they elect representatives to the
central government and as well as representative to their localities.
Despite having central government, it still have inclusiveness as smaller political
subdivisions held its own power which increase citizen participation about public
affairs.
Given that local governments have their own power and political power comes
from the people , concerns of the minorities aren’t left behind especially ethnic
groups on some localities.
Concerns of all the people are addressed because local governments are the one
responsible for their own local problem which lessen the burden of problems to
the central government.
Ancient Philippine government wasn’t democratic because every Datu or other
ancient Philippine leaders are mostly appointed through heredity making it an
extractive government. But because their economic activities were open for all and
participatory, their economy was inclusive.
We can’t apply the system of ancient Philippines to the system of
the Philippines today.

SO WE PLANNED…

A government system that could establish an economy that


is similar to the economy of ancient Philippines where
economic activities are open for all.
A government where political authority and stability rest in
the hands of the people.

Trivia
The:concept of a federal government for
the Philippines was first suggested by José
Rizal. He outlined his vision of federalist
governance on his essay Filipinas dentro de
cien años ("The Philippines a Century
Hence") that was published by the
Barcelona-based propaganda paper La
Solidaridad in 1889.
Absence of any great preponderance of one race over the others will free
their imagination from all mad ambitions of domination, and as the tendency
of countries that have been tyrannized over, when they once shake off the
yoke, is to adopt the freest government, like a boy leaving school, like the
beat of the pendulum, by a law of reaction the Islands will probably declare
themselves a federal republic. (Rizal, 1889)
