CHAPTER 1: INTRODUCTION
According to Taccad et. al., 2016 police patrol is a police
activity which involves snooping, cops walking the beat, or
through criminal investigations. The operation of a police
patrol also involves a variety of actions. Initially, the police
will identify crime hotspots and station officers there.
Furthermore, police patrol is an effective tool for preventing
crime and enhancing public trust in urban security. According
to an article entitled “A Literature Review on Police Patrolling
Problems” (2021).
2
CHAPTER 1: INTRODUCTION
⬥ The researchers decided to conduct this study to gain
knowledge about the patrolling techniques and strategies
that could incorporate urban structure area just like certain
barangay in Bongabong, Oriental Mindoro, evaluate the
patrolling performance of the Philippine National Police
(PNP), and to determine how it affects the residents of
Bongabong

3
CHAPTER 1: STATEMENT OF THE
PROBLEM
This study was conducted to determine the status of Patrolling Techniques and
Strategies used by Philippine National Police and Its Impact to the residents of
Municipality of Bongabong, Oriental Mindoro.
Specially, the study sought answers to the following questions:
1. What is the status of patrolling techniques and strategies used by Philippine
National Police in terms of:

⬦ Police visibility; and

2. What is the impact of patrolling techniques and strategies to the
residents of Municipality of Bongabong Oriental Mindoro in terms of:
⬦ Safety risk management; and

⬦ Community Orderliness?

5
CHAPTER 1: STATEMENT OF THE
PROBLEM

⬥ Is there a significant relationship between the status of

patrolling techniques and strategies and its impact to the
residents of Municipality of Bongabong, Oriental
Mindoro?
6
CHAPTER 1: SCOPE AND LIMITATION
OF THE STUDY
⬥ This study focused on the patrolling techniques and strategies used
by the Philippine National Police (PNP) and its impact to the
residents of Bongabong, Oriental Mindoro. The respondents of this
study were randomly selected residents both male and female on
legal age, one representative per household, in Selected Barangay
at Municipality of Bongabong, Oriental Mindoro.
7
CHAPTER 1: SIGNIFICANCE OF THE
STUDY
Since the study focused on the impact of patrolling techniques and strategies used by
Philippine National Police to the residents of Bongabong, the results of this study would be of
utmost significance to the following individuals or group of individuals. \
1. The Philippine National Police Officers.
2. The Resident of the Municipality.
3. The Criminology Students.
4. The Researchers.
5. The Future researchers.
8
CHAPTER 1: THEORETICAL
FRAMEWORK
The following theories were presented to give relevant
information to the current study.
1. Theory of Omnipresence by Thomas F. Adams,
2. The Low Profile Theory
3. Koper Curve Theory
9
CHAPTER 1: CONCEPTUAL FRAMEWORK
Conceptual framework as the visual presentation of an expected relationship
between variables, that were simply the characteristics or properties wanted to be
studied.
Status of Patrolling Techniques and Impact of Patrolling Techniques and
Strategies used by Philippine National Strategies of PNP to the residents of
Police terms of: Bongabong, Oriental Mindoro in terms of;
a. Safety risk management; and
a. Police Visibility; and

b. Community Orderliness
b. patrolling

CHAPTER 2: REVIEW OF RELATED
LITERATURE
Dewnter et. al., (2020) review article claims that police patrolling is a complicated
task. While on patrol, police officers are expected to balance a number of
interconnected tasks.
Moreover, time series models showed statistically significant decreases in violent
crime in the micro-locations that received foot patrol treatment, but not in the
control regions. But the deterrent impact was brief and vanished soon. During this
time, there was no value to control zones in terms of crime prevention. (Novak,
2016) 11
CHAPTER 2: REVIEW OF RELATED
LITERATURE
According to the Directorate for Operations' "Managing Patrol Operations Manual,"
(2015) as cited by Saguid et. al., (2022) patrol officers can communicate with their
supervisors about problems they run across in the community and residents' worries
about upholding peace and order by patrolling often. The same logic suggests that
patrolling should be the starting point of police officers' careers.
Furthermore, Abat (2013) stated that that the police station in Davao City is expanding
police presence in neighborhoods to lower crime rates. For advocacy initiatives and to
increase visibility, the majority of police officers are outside.
12
CHAPTER 2: REVIEW OF RELATED
STUDIES
According to study of Guelas (2022), the Mobile Patrol Unit (MPU) in the municipality of Bulusan
is successful in putting anti-crime initiatives into practice. However, several respondents countered
that the aforementioned patrol units only cover the entire town, not even the far-off barangays.
Another study of Vicente and Vicente (2020), the Municipal Patrol Unit (MPU) as one of the police
patrol units under the Philippine National Police (PNP) is very instrumental in the maintenance of
peace and order in Baguio City, North Philippines. The MPU's mandates are carried out in their
respective areas of jurisdictions. Police practices and policing strategies can be improved by
mapping all of the aspects that are impacted by police presence.

13
CHAPTER 2: REVIEW OF RELATED
STUDIES
Police presence creates positive effects, according to the systematic evaluation of Dau etal.
2021, when police attention is directed toward a certain location, period of time, and kind of
crime.
Furthermore, certain police visibility factors have a favorable impact on perception. Others
relate in ways that go against what is expected of safety. Data might be viewed in favor of
increased visibility for police interventions and foot patrols having the most impact on one's
perception of safety.(Borovec et. al., 2019)

14
CHAPTER 3: RESEARCH DESIGN
The descriptive correlation method in which the researcher is
primarily interested in describing relationships among variables,
without seeking to establish a causal connection (Copeland 2022). The
study utilized the method to determine the relationship between the
status of patrolling techniques and strategies used by Philippine
National Police and its impact to the residents of Bongabong.
15
CHAPTER 3 : RESEARCH LOCALE

The town is consist of 36 barangays. The five chosen

barangay are the nearest barangays at the central part of
Bongabong. This five barangays is chosen to be the local of
the study

16
CHAPTER 3: RESPONDENTS OF THE
STUDY
The respondents of the study were randomly selected from
the residents of Barangay Poblacion, Aplaya, Malitbog,
BB1 and BB2 of Bongabong Oriental Mindoro, from there
1 representative on legal age per household

17
CHAPTER 3: RESEARCH INSTRUMENT
The researchers used questionnaires in obtaining the data needed for the
study.
The questionnaires were composed of statements which served as indicators
for the variables. The researchers provided questions to assess the status of
patrolling techniques and strategies used by Philippine National Police in
terms of police visibility and patrolling so as with its impact as perceived by
the respondents. 18
CHAPTER 3: DATA GATHERING
PROCEDURE
⬥ a prepared letter of request duly signed by the research adviser was forwarded to the
office of the Barangay Captain of the five chosen barangays
⬥ the questionnaires were distributed and administered to the respondents through paper
and pencils. The directions in answering the instrument were thoroughly explained to
solicit credible responses.
⬥ When the administrator was done, all scores were manually tabulated. Spreadsheet was
employed in processing all the data.
⬥ After that, analysis and interpretation of the variables and their indicators were done.
