TITLE
“Plastic ni Juana”
A DSWD MAT Leganes Convergence
Initiatives
CONTEXT
The results of the Social Welfare Development Indicator (SWDI) conducted in Leganes
shows the following:
Level of Well- Households SWD Indicators
being
SURVIVAL 619 HH who practice proper garbage disposal, but
not segregated
SUBSISTENCE 152 HH who practice proper garbage disposal, but
not segregated

The data shows that out 865 registered pantawid pamilya beneficiaries of Leganes 89% or a
total of 771 do not segregate their garbage.
The project “Plastic ni Juana” was launched with the following objectives:
• To help Local Government Unit of Leganes as recommended by the audit results to
carry out effective implementation of the solid waste management.

• To support Republic Act No. 9003 otherwise known as the “Ecological Solid Waste
Management Act of 2000”.

• To address the result of the SWD Indicator on garbage disposals.

• To encourage pantawid pamilya beneficiaries to participate in Social Advocacy,


Social Responsibility and Nation Building.

• To generate funds to be used for the common good of all.


Pre-implementation
An association were formed called Leganes Pantawid Association with officers
who will be in-charge for the implementation of the project.
A savings account was opened in the Rural Bank of Leganes were the fund
generated from the project to be deposited.
Feedbacking of the project to LGU through MSWDO.
Orientation to the project was given during Family Development Sessions.
This project were called “Plastic ni Juana” obviously most of our pantawid
pamilya parent grantee were women/mothers.
Implementation
The project was first implemented on May 2016 over-the-counter pay-out of the Pantawid
Pamilya. 865 Pantawid Pamilya Households were required to bring a plastic of empty
plastic bottles. Every pay-out, every pantawid pamilya of each barangay were given
schedule on the collection of these empty bottles. Before they were given numbers to be
used on the queuing when getting their grant they had to turn-over first their one plastic
bag of empty plastic bottles. Then this is sold to a scrap/plastic bottle buyer. The collected
money were then recorded by the president, turn-over to the treasurer and deposited to
group’s bank account.
CMAT Initiatives
The project idea came out during the regular MAT Meeting attended by the SLP Staff
and Pantawid Pamilya Staff.
The association was organized by the Sustainable Livelihood Program, Technical
Assistance was provided to the officers and on processing of documents needed and
opening their bank account. Orientation, Information dissemination were conducted
by the Municipal Link of Pantawid Pamilya,incorporating the value of proper waste
segregation and recycling to the family development sessions.
MAT Members also has their own collection of empty bottles and brought this during
pay-out.
RESULTS/IMPACT
• As of December 2017, a total of P13, 450 worth of plastic bottles were collected.
The collected amount had already purchased 4 folded wooden tables, 15 plastic
chairs and 1 water dispenser which were used by the group and program
activities. The group also earned by renting these items to other individuals and
also to fellow members. All income were properly recorded and deposited to
their bank account.
• This project has helped in LGU in implementing proper waste disposal.
• Reduce waste. Landfill space is limited, and the conditions in landfills make it
nearly impossible for anything, including plastic, to biodegrade.
• Pantawid pamilya beneficiaries now practice proper waste disposal and
recycling
• It addresses our gaps in the SWD indicators on proper waste segregation.
• Allows participation of the beneficiaries to a worthy cause.
LESSONS LEARNED

• There is indeed “cash in trash”.


• CMAT Initiatives and Convergence Strategy is a vital
factor. With the collaboration of two programs, the
Pantawid Pamilya and Sustainable Livelihood Program
the project was smoothly implemented.
• Protecting our environment is every Juan and Juana’s
duty.
IMPLICATION FOR REPLICATION

• The Leganes Municipal Action Team is planning that this project


will be implemented not only with in the program. The team is
initiating that this will be replicated or widen to other offices.
With the support and permission of the LGU we will be providing
offices and establishment a trash bags which their empty plastic
bottles be gathered and collected every week by the group.
