Guidelines to the Evaluation Process

What is covered in the Pack:

• This Guideline provides practical advice about how to plan for an evaluation,
including how to determine evaluation criteria, weightings, evaluation methodology,
and how to select a suitable evaluation team
• In the planning phase, the Sourcing & Purchasing Team is required to develop an
Evaluation Strategy to achieve Value For Money (VFM) and plan for the evaluation
of offers

• This Evaluation Strategy outlines the process to be followed in accurately measuring


the relative merits (or otherwise) of submitted supplier proposals. The Strategy
along with the Evaluation Scorecard considers the financial (quantitative) and non-
financial (qualitative) aspects, determining proposals that offer the best value
• The level of planning for an evaluation should be commensurate with the scope, risk,
complexity and value of the procurement
• The Sourcing & Purchasing Team must ensure that the Evaluation Strategy is
developed and approved prior to approaching the market
