the American colonial rule.

The 1935 Philippine Constitution firmly established the
merit system as the basis for employment in
government.

In 1959, Republic Act 2260, otherwise known as the
Civil Service Law, was enacted.

In 1975, Presidential Decree No. 807 (The
Civil Service Decree of the Philippines)
redefined the role of the Commission as the
central personnel agency of government.

organization that is complex with
multilayered systems and processes.

governing officials (bureaucrats) and to an
administrative policy-making group.

departments, each with policy- and decision-

■Personnel actions are taken on the basis of the knowledge, skills and abilities (KSAs) of current
employees and job applicants rather than factors like personality or political affiliation.
