Monitoring
• Monitoring is the periodic review of activities of a
project to forecast the achievement of events.
• It aims to provide the right people with right
information at the right time
• Supervising activities in progress to ensure they are
on-course and on-schedule in meeting the
objectives and performance targets.
Evaluation
• Evaluation is an objective examination of the past so
that one can better predict and control the future
• Process of determining systematically and objectively
the relevance, efficiency, effectiveness and impact of
activities in the light of their objectives
• a process of systematic appraisal by which we
determine the value, worth or meaning of an activity
or an enterprise.
Monitoring and Evaluation
(M&E)
• Monitoring and evaluation (M&E) is a process that
helps improve performance and achieve results.
• Its goal is to improve current and future
management of outputs, outcomes and impact.
• It is mainly used to assess the performance of
projects, institutions and programmes set up by
governments, international organizations and
NGOs.
• It establishes links between the past, present and
future actions.
Importance of Evaluation
• It gives evidence on the magnitude of progress or
accomplishment
• It serves as the basis for improvement of the
project objectives
• It helps to make possible revision or adjustment of
project strategies and field operations to suit the
ever-changing situations
• Provides information for stakeholders
Types of Evaluation
1. Input evaluation
• Project personnel evaluates effort and try to measure
the quantity as well as quality of available resources
• Involves an accounting of taking inventory of all
available resources, both human and material
(personnel, money, tools, etc.) and of the activities
generated by theses resources

2. Formative/on-going evaluation
• It concentrates on the design and operational
component of the project with end in view of
gathering data for assessment and effecting
improvements
• Evaluates a program during  development in order
to make early improvements
• Helps to refine or improve program

3. Summative/Impact/Outcome/Ex-post evaluation
• Efforts are evaluated while the main concern is to
measure the results or outcomes of the effort are
made in terms of intended objectives
• Conducted after the completion of the program
design
• Provides information on program effectiveness
Procedure of Programme
Evaluation
1. Identification of programme goals and objectives
2. Examining the programme activities and
implementation procedures
3. Determining the indicators of expected outcome
4. Collection of data (sources of data and methods
of data collection)
5. Analysis and interpretation of data
