 1 eNodeB receives Event A3 or Event A5 report from the UE

2 eNodeB initiates intra-frequency or inter-frequency handover on LTE and initiates SN Addition to the target cell and
SN Release from the source cell

If the NR cell cannot be used as a PSCell by both the source and target LTE
cells, then different procedure will be applied.

The difference is that the PDCP context must be relocated to the MN and a
B1 measurement is required to find the new PSCell.
