Mandate of the Committee

To legislate over and act upon all matters relating to the role, rights
and responsibilities of POs, NGOs, COs, and other similar groups

To establish mechanisms for consultation with and participation of


the people in governance and in legislation

 Section 17 (Rule IV) of the Rules of the Committee on People’s Participation states that the Committee may create
subcommittees as may be necessary to effectively discharge its functions. Section 18 of the same Rules also states that
the composition of each subcommittee shall, as much as possible, be based on the preference of the Members.


RULES OF THE COMMITTEE:
COMMITTEE JURISDICTION (SECTION 1)

Shall have general jurisdiction over all matters relating to the


roles, rights, and responsibilities of the following:
People’s Organizations
Non-government Organizations
Civic Organizations

Shall establish mechanisms for consultation with and for the


participation of the people in governance and in legislation
Shall establish and maintain a databank of POs, NGOs, and
COs
RULES OF THE COMMITTEE:
DUTIES AND FUNCTIONS (SECTIONS 2 & 3)

• shall study, deliberate on, and act upon all referred measures
and recommend for approval those that advance the interests and
promote the welfare of the people
•Shall establish systems and procedures to ensure that those
affected are given opportunities to be heard
•shall pursue dialogues and consultations and engage the
services of experts and professionals
•may motu propio, upon a majority vote of Members, conduct
hearings and inquiries

•may investigate the execution and effectiveness of related


laws (oversight function)
RULES OF THE COMMITTEE:
MEMBERS AND OFFICERS (SECTIONS 4 & 5)

shall be composed of twenty-five (25) members

shall have a Chairperson and four (4) Vice-Chairpersons

Ex-officio members-- Speaker, Deputy Speakers,


Majority Leader, Deputy Majority Leaders, Minority
Leader, Deputy Minority Leaders and the Chairperson of
the Committee on Accounts or a member deputized by
any of them
RULES OF THE COMMITTEE:
MEETINGS (SECTIONS 7 TO 16)
 At least 2 regular meetings a month
 The Chairman shall preside, or in his absence, the highest
ranking member present, or any member he so designated
 shall be open to the public, unless an executive session is
deemed appropriate
 may conduct hearings and inquiries on relevant issues and
concerns
 notices should be issued at least three (3) days before the
meeting
 One fifth (1/5) of all the Members = Quorum.
 Members may vote on any matter before it. A majority vote
shall be required to adopt any measure.
 The first two authors shall be considered as members
throughout the duration of consideration of their measures.
 Minutes of meetings shall be prepared.

RULES OF THE COMMITTEE:
COMMITTEE REPORTS (SECTIONS 23 & 24)
The committee may decide to approve a bill or a resolution
(with or without amendments), a substitute bill, or a
consolidated bill or resolution.
 A substitute or consolidated bill or resolution shall have as
authors the first two (2) authors of the original measures.
 Committee reports shall be approved by a majority of the
Members present, there being a quorum, and once
approved, shall be signed by the majority.
 When the Committee submits a report, a Member thereof
shall be presumed to have concurred with the report and
shall be precluded from opposing the same during plenary
debate, unless the member files any objection or dissenting
vote in writing.
RULES OF THE COMMITTEE:
SOME PERTINENT SECTIONS
Based on Section 25, the Committee or Subcommittee Chairperson
may constitute a Technical Working Group to further study and
refine bills or resolutions pending before it.
Based on Section 26, the Committee Secretary shall:
ensure the organized conduct of all meetings
seek position papers/comments/opinions on referred measures
render direct technical assistance to the Chairperson and the
Members
be responsible for the proper documentation of the proceedings
be responsible in drafting the consolidated or substitute bill/s and
in preparing the committee report/s
keep custody of the records of the Committee and perform such
other functions and duties inherent in his/her office.
