1. INTRODUCTION
This paper report is illustrated one of the ideal programs conducted by the Youth Scholar
Organization (YSO), operating with the center under the Ministry of Education Youth and Sport
called Cambodian National Youth Centre, located in Siem Reap town, Cambodia. The program is
named “English for Historical Purposes”, which is aimed to promote and develop English for history
to every Cambodian youth, especially for those who are interested in working in the tourism
industry. They are taught by an Australian professor and the participants are going to have a
conversation as well as discussion on some vocabularies. Moreover, they will learn in detail about
history, cultures, kingship, daily life, religion, war, economy, architecture, and field study.

1.1. Organizational Information
The Youth Scholar Organization (YSO) was first founded in 2020 by Dr. Philip
Taylor, an Australian professor who came to visit Sime Reap and volunteered in CNYC.
After having observed many youths, he found out that some Cambodian youths didn’t
have much knowledge, and they have some problems with some vocabularies related to
history. Those youths should be trained therefore, he made a plan to write a project
proposal for MoEYS to approve via CNYC. The professor decided to train this program
at Cambodian National Youth Centre (CNYC). Our visions are: 1) to see every youth
having the right to a trained about history, and 2) to keep them for lifelong learning.
Our missions are: 1) to provide free English classes to students, and 2) to train youth
about history.

2. BACKGROUND
“English for Historical Purposes” is the best program that provides an opportunity
for Cambodian youth to practice and study English vocabulary as well as the history
of ancient Khmer. There is an Australian trainer who will prepare some topics such as
history, cultures, kingship, daily life, religion, war, economy, architecture, and field
study. There will be 25 participants and they will be divided into two 5 groups. Each
group will present one topic at the end of the course. This program will consume 10
weeks and there will be held on Saturdays morning. It will progress from January to
March 2022. The program requires a trainer and trainees to meet in a physical face-
to-face class. The discussion will spend 3 hours, from 8:00 am to 11:00 am.

2.1 Problem
Cambodia is one of the oldest, beautiful, and rich of histories and
temples in Southeast Asia. This country has a lot of tourists who come to
visit every year. Because of visitors all over the world, there are many
job opportunities for the local people such as tour guides, drivers, and
hospitality workers. Most of the tourists are using English to
communicate with the locals. Anyway, their English proficiency and
knowledge of history are limited. It comes up with many problems such
as proficiency of pronunciation, lack of words used, and lack of
historical information. However, Cambodians have ideas in Khmer but
they find it hard to talk in English.

2.2 Solution
Enhancing English proficiency for Cambodian people can be solved
by providing them some times to meet up and practice speaking and
discussing each topic in English with native English speakers. Day by
day, they will be able to adopt and adapt the proper language use.
Therefore, CNCY and YSO have organized this class, “English for
Historical Purpose”, to launch a comfort zone for youth in Cambodia
to develop their English capacity. This paves the way for them to reach
the native manners likely and history information.

3. Project Details
CNYC and YSO are built up in order to fulfill the Cambodian people’s need for
Education; especially youth who are interested in learning more knowledge.
After the Ministry of Education Youth and Sport (MoEYS) of Cambodia has
adjusted its educational system since 2014, the English language was designed
to be on the primary school curriculum from grade 4. Many Cambodian did not
have much historical information, while most of them faced pronunciation
errors.
CNYC was founded in 2016 under the Ministry of Education Youth and Sport
(MoEYS), located in Siem Reap city, Cambodia.
With this support and volunteer, we expect to have qualified youth in speaking,
verbal communication, and historical information in the near future.

3.1 Objectives
This program is aimed to have Cambodian youth who will be
able to share historical information by using proficiency in English.
3.2 Target Group
Because CNYC is in Siem Reap, it will start with Siem Reap
youth. They are coming from the surrounding Centre and public
school. The participants are critically selected aged from 18 to 25
with above average English proficiency.

3.3 Methodology
In order to make the “English for Historical Purposes” program
work, CNYC has to gather a trainer and trainees to meet at the Centre to
have weekly conversation sessions and write an official proposal to
MoEYS. After the approval, there are some steps to start this program.
First, a registration form to be a participant, using google form that
posted on the Facebook page. Second, participants must take an entrance
or a placement test. If their English is qualified, they can enroll in the
course.

3.4. Monitoring Mechanism
There will be a trainer for the “English for Historical Purpose” program. The
trainer will do the instruction and pronunciation first. He helps encounter any
issues with pronouncing the vocabulary. There will be an assistant who will help
trainees too.
3.5. Materials and Equipment
A trainer will prepare the 10 weeks-topics and a day for field study. Each topic has
a sheet file. These files are for trainees to read at home and find out any difficult
words during the meeting and they also have home the next class. They also list
down vocabularies as well as questions from the file. Whiteboard and marker are
used during the class.

4. OUTCOMES/RESULT EXPECTED

Recently English is used widely everywhere, especially for tourism. Cambodia is


one of the best destinations to visit. As result, English proficiency needs to be
improved as well as historical information. More than that, ranges of word choices
and technical words should be learned.
CNYC and YSO proudly expect to get the following results:
- More youth will join this program.
- Enhance youth’s English capacity
- Youth will become a professional worker
- Stop spreading wrong information

5. FINANCIAL/BUDGETARY REQUIREMENT
English for Historical Purposes is free of charge for everyone to
participate in the program. What they should do is always active and
present all week of this program.
6. SUSTAINABILITY PLAN
English for Historical Purposes opens the registration link for new
participants including trainers and trainees annually in December. They
will participate from January to March with a trainer and 25 trainees.
This program will consume 9 weeks, plus 1 week at the study field
(temples). At the end of the program, trainees will group into 5 members
and issue 10 minutes-presentation. There will be 3 to 5 judges on the
presentation day to check the improvement and scoring for each group.

7. CONCLUSION
With the English for Historical Purposes, Cambodian youth will
share information about history correctly by using both vocabulary
and pronunciation. On the other hand, their khmenglish speaking
style will be reduced day by day and this habit will longer pass to
next generations. Therefore, this project will be kept as long as
possible in order to growth Cambodian English capability by
providing the best opportunity to practice it with the native speakers.
